Elevating Voice Solutions: Google Cloud Introduces Speech-to-Text v2 API and Chirp for Businesses

As one of the most innate and ubiquitous forms of expression, speech is a fundamental pillar of human interaction. It comes as no surprise, then, that Google Cloud’s Speech API has become a crucial tool for enterprise customers, launched to general availability (GA) over six years ago and, now, processing over 1 billion voice minutes each month.
With the Speech API, we’ve been pleased to serve thousands of customers and provide industry-leading speech recognition quality and cost-effective products across a range of industries. We want to constantly evolve our offerings and bring new benefits to organizations, which is why today, we’re excited to announce the GA release of our new Speech-to-Text v2 API.
Speech-to-Text v2 modernizes our API interface and introduces several new features. It also migrates all of our existing functionality, so you can use the same models and features that you were using in STT v1 or v1p1beta1 APIs. This new version of our API also allows us to take advantage of significant cost savings in our serving path, and as such we are reducing our base price, as well as adding pricing incentives for large workloads and those willing to accept longer turnaround times.
This new infrastructure also allows us to serve a wide variety of new types of models, including Chirp , our latest 2B-parameter large speech model. All of these are Generally Available to Google Cloud Platform customers and users starting today.
Let’s have a more thorough look though at the enhanced features of Speech-to-Text API V2 and illustrate how your business can benefit from our new capabilities:
Expanding Speech-to-Text features with V2 API
Since the official launch of Speech-to-Text API back in 2017, we’ve utilized Google’s global infrastructure to host and monitor our production-facing transcription models. This robust, well-connected network has been the backbone of our offering for all of our customers.
However, a unified view of our Speech-to-Text service has been a crucial request for our enterprise customers who need to satisfy data residency and compliance requirements, especially in regulated industries like banking and public sector. We listened carefully to this feedback, and starting today, our Speech-to-Text v2 API supports full regionalization, allowing our customers to invoke identical copies of all our transcription models in the Google Cloud Platform region of their choice.
In addition to giving users the flexibility to deploy in any region, we are adding a number of new features to help developers build on the API:
- Recognizers: A user-defined named configuration that combines a model identifier, the language-locale of the audio to be transcribed, and the cloud region for the transcription model to run. Once-created, the recognizer can be referenced to every subsequent transcription request, eliminating the need for users to repeatedly define the same configuration parameters. This resourceful implementation of recognizers allows for greater flexibility in authentication and authorization, as users are not longer required to set up dedicated service accounts.
- Cloud Logging: Requests performed using a recognizer object automatically support cloud logging by default. Since the recognizers are defined as named entities, customers can partition traffic based on the recognizer of interest or collectively.
- Audio Format Auto-Detection: Instead of having our users analyze and manually define the audio configuration settings to pass in a transcription request, the new Speech-to-Text V2 API detects settings like encoding, sampling rate, and channel count, then automatically populates the request configuration parameters.
Increasing accuracy at Enterprise Scale with Chirp
As part of our continuous investment in foundational speech models, in March 2023 we released research results for our Universal Speech Mode (USM), a family of state-of-the-art speech models with 2B parameters and support for transcriptions of 300+ languages. In May 2023, at Google I/O, we announced Chirp in Private Preview, the latest version of the USM family, fine-tuned for our Cloud-specific use-cases.
Chirp is now GA through the Speech-to-Text v2 API. Following extensive testing and feedback from our customers, we are making the power of pre-trained large models accessible through a simple enterprise-grade API surface. Our early adopters have seen major strides in customer engagement, thanks to the market-leading accuracy and language coverage of the new model, and we cannot wait to see what opportunities our enterprise customers will unlock.
Introducing new pricing, tiers, and options
We have heard from customers that price can be just as important as quality for many workloads. That’s why the Speech-to-Text API v2 features totally new pricing. We have lowered the cost of real-time and batch transcription from $0.024 per minute to $0.016 per minute. Additionally, we know that pricing can be a concern for those that have very large transcription workloads. For that reason, we are also introducing standard volume tiers, allowing costs as low as $0.004 per minute. As always, additional discounts are available to those with even larger workloads.

Staying true to our commitment on flexibility and choice in pricing, we noticed that even though the majority of our customers are interested in our models for real-time transcription scenarios, many are also interested in non-real time transcriptions for data at rest. With our new API v2 infrastructure, we can take greater advantage of capacity that goes unused at certain times. With our new Dynamic Batch pricing, we are passing this savings on to customers that are less latency sensitive. Aimed at users who can wait up to 24 hours for transcription results, Dynamic Batch is a new discounted pricing tier that offers 75% lower price per minute for transcription audio relative to our Standard tier.

The past year has given everyone lots to think about—about our priorities as people and as businesses. As the world grappled with a common enemy, we witnessed just how differently individuals, communities and indeed entire countries can experience a situation. And as we faced seemingly unending obstacles to making it through the pandemic, we saw how making smart decisions based on data can drive meaningful solutions—fast.
That’s why we here at Google Cloud are so proud to partner Univision, the country’s leading Spanish-language content and media company. By partnering with Google Cloud, Univision will be able to accelerate growth across its portfolio of properties, deliver an enhanced user experience for Spanish-speaking audiences and provide the enterprise solutions needed to create the Spanish-language media company of the future.
According to Instituto Cervantes, there are over 580 million Spanish language speakers worldwide. Those viewers, like people everywhere, are avid consumers of streaming content. In Q4 of 2020 alone, viewing time for that content increased by 44%1, and in 2020, from 50%2 more sources. With that surge in demand, Univision needed a cloud provider whose infrastructure could reach Hispanic viewers around the world. With two-plus decades spent building out its network and data centers, as well as global content-delivery capabilities, Google Cloud has the infrastructure Univision needs to reach viewers across the Spanish-speaking world.
At the same time, with such a diverse audience for their content, Univision needs to target that content to viewers’ specific preferences. By applying Google Cloud’s artificial intelligence (AI) and machine learning (ML) technology across its content, Univision intends to personalize content based on shows users have previously watched, enhancing their engagement and viewing experience.
And as Univision transforms the user experience, it can use Google Cloud’s data and analytics suite to garner deeper insights into its audience and forge stronger relationships with them on an individual basis. With Looker and BigQuery, Univision employees will have access to real-time data to help them make business decisions about programming.
Univision will also migrate video distribution and production operations to Google Cloud, where we’ll help them streamline media workflows and develop innovative new capabilities. Meanwhile, Google Cloud’s tight business and technical integration with other Google services will help ensure Univision reaches viewers on the device of their choice, wherever they are in the world. For example, in the coming years, Univision will expand its global YouTube partnership and will integrate with entertainment features on Google Search that help people better discover TV shows and movies. The company will also use Google Ad Manager for global ad decisioning and Google’s Dynamic Ad Insertion for PrendeTV and future video-on-demand offerings. Finally, Univision will distribute its content and services on Google Play across Android phones and tablets, as well as Google TV and other Android TV OS devices.

Cloud TPU v4: powerful and efficient ML infrastructure anywhere

Today, ML-driven innovation is fundamentally transforming computing, enabling entirely new classes of internet services. For example, recent state-of-the-art lage models such as PaLM and Chinchilla herald a coming paradigm shift where ML services will augment human creativity. All indications are that we are still in the early stages of what will be the next qualitative step function in computing. Realizing this transformation will require democratized and affordable access through cloud computing where the best of compute, networking, storage, and ML can be brought to bear seamlessly on ever larger-scale problem domains.
Today’s release of MLPerf™ 2.0 results from the MLCommons® Association highlights the public availability of the most powerful and efficient ML infrastructure anywhere. Google’s TPU v4 ML supercomputers set performance records on five benchmarks, with an average speedup of 1.42x over the next fastest non-Google submission, and 1.5x vs our MLPerf 1.0 submission. Even more compelling — four of these record runs were conducted on the publicly available Google Cloud ML hub that we announced at Google I/O. ML Hub runs out of our Oklahoma data center, which uses over 90% carbon-free energy.
Let’s take a closer look at the results.

Performance at scale…and in the public cloud
Our 2.0 submissions1, all running on TensorFlow, demonstrated leading performance across all five benchmarks. We scaled two of our submissions to run on full TPU v4 Pods. Each Cloud TPU v4 Pod consists of 4096 chips connected together via an ultra-fast interconnect network with an industry-leading 6 terabits per second (Tbps) of bandwidth per host, enabling rapid training for the largest models.
Hardware aside, these benchmark results were made possible in no small part by our work to improve the TPU software stack. Scalability and performance optimizations in the TPU compiler and runtime, including faster embedding lookups and improved model weight distribution across the TPU pod, enabled much of these improvements, and are now widely available to TPU users. For example, we made a number of performance improvements to the virtualization stack to fully utilize the compute power of both CPU hosts and TPU chips to achieve peak performance on image and recommendation models. These optimizations reflect lessons from Google’s cutting-edge internal ML use cases across Search, YouTube, and more. We are excited to bring the benefits of this work to all Google Cloud users as well.

Translating MLPerf wins to customer wins
Cloud TPU’s industry-leading performance at scale also translates to cost savings for customers. Based on our analysis summarized in Figure 3, Cloud TPUs on Google Cloud provide ~35-50% savings vs A100 on Microsoft Azure (see Figure 3). We employed the following methodology to calculate this result:2
We compared the end-to-end times of the largest-scale MLPerf submissions, namely ResNet and BERT, from Google and NVIDIA. These submissions make use of a similar number of chips — upwards of 4000 TPU and GPU chips. Since performance does not scale linearly with chip count, we compared two submissions with roughly the same number of chips.
To simplify the 4216-chip A100 comparison for ResNet vs our 4096-chip TPU submission, we made an assumption in favor of GPUs that 4096 A100 chips would deliver the same performance as 4216 chips.
For pricing, we compared our publicly available Cloud TPU v4 on-demand prices ($3.22 per chip-hour) to Azure’s on-demand prices for A1003 ($4.1 per chip-hour). This once again favors the A100s since we assume zero virtualization overhead in moving from on-prem (NVIDIA’s results) to Azure Cloud.
The savings are especially meaningful given that real-world models such as GPT-3 and PaLM are much larger than the BERT and ResNet models used in the MLPerf benchmark: PaLM is a 540 billion parameter model, while the BERT model used in the MLPerf benchmark has only 340 million parameters — a 1000x difference in scale. Based on our experience, the benefits of TPUs will grow significantly with scale and make the case all the more compelling for training on Cloud TPU v4.

Have your cake and eat it too — a continued focus on sustainability
Performance at scale must take environmental concerns as a primary constraint and optimization target. The Cloud TPU v4 pods powering our MLPerf results run with 90% carbon-free energy and a Power Usage Efficiency of 1.10, meaning that less than 10% of the power delivered to the data center is lost through conversion, heat, or other sources of inefficiency. The TPU v4 chip delivers 3x the peak FLOPs per watt relative to the v3 generation. This combination of carbon-free energy and extraordinary power delivery and computation efficiency makes Cloud TPUs among the most efficient in the world.4

Cut document processing costs by up to 60%
Lending DocAI helps banks, mortgage brokers and other lending institutions fast track the loan application process from weeks to days, dramatically reducing the cost of issuing a loan. And Procurement DocAI enables companies to automate procurement data capture at scale, lowering processing costs by up to 60%.
These solutions are built on DocAI platform, a unified console for document processing that lets you quickly access all parsers and tools. From the platform, you can automate and validate documents to streamline workflows, reduce guesswork, and keep data accurate and compliant.

Core to our strategy at Google Cloud is the creation of industry-specific solutions that help companies get maximum value out of their investments in AI. We announced Lending DocAI, our first solution designed specifically for the financial services industry, at the Mortgage Bankers Association convention last year. It processes borrowers’ income and asset documents using a set of specialized machine learning (ML) models, and automates routine document reviews so that mortgage providers can focus on more important work.
Lending DocAI is now generally available and includes more specialized parsers for critical loan documents including paystubs, bank statements, and more. Our goal is to provide the right tools to help borrowers and lenders have a better experience and close home loans faster. For more, watch this video.
Procurement DocAI is also now generally available. This solution helps companies accelerate document processing for invoices, receipts, and other valuable documents in the procurement cycle.
Automating data capture is helping our customers increase accuracy and also lower their procure-to-pay processing costs. We are continually expanding the types of documents Procurement DocAI can process—the latest is a utility parser for electric, water and other bills. In addition, Procurement DocAI leverages Google Knowledge Graph to validate and enrich parsed information to make the data even more useful. Check out this overview video for more details.
One company that lives and breathes AI-enabled document management is AODocs. It uses Procurement DocAI to simplify invoice processing for enterprise customers and launched a new Gmail add-on, Invoice to Sheet, for SMB customers who just want to track their invoices in Google Sheets.

The new specialized parsers for Lending and Procurement DocAI can be used alongside our existing AutoML Text & Document Classification and AutoML Document Extraction services. These technologies provide a state-of-the-art toolset for creating new document models and have been widely deployed by customers in financial services and other industries.

Having the right partner to ease the complexity of rolling out your AI-strategy in mortgage document processing is critical to transforming your customers’ experience. This builds upon the robust partner ecosystem we’re creating to help customers revolutionize the home loan experience, which includes last year’s partnership announcement with Roostify.
Integrate human review into ML predictions
Next up is the general availability of Human-in-the-Loop AI, a new DocAI feature that will help companies achieve higher document processing accuracy with the assurance of human review. Adding human review can increase accuracy and help businesses interpret predictions using purpose-built tools to enable those reviews.
Processing documents quickly and cost-effectively is important. But it’s often necessary to have a high level of assurance on data accuracy for compliance. CIOs and IT decision-makers need highly accurate ML predictions to fulfill compliance requirements, improve employee experience (e.g. less rework), and raise customer satisfaction (e.g. fewer data errors). Including human participation in ML processes allows AI and humans to work together for the best possible results.

Human-in-the-Loop AI provides the workflow to manage human review tasks and produces a percentage confidence score of how “sure” it is that the AI ingested the document correctly. Document AI extracts data from documents with ML, and when paired with Human-in-the-Loop AI, human reviewers are able to verify the data captured. This system is customizable, providing the flexibility to set different thresholds and assign individual groups of reviewers to various stages of the workflow. With Human-in-the-Loop AI, developers can choose trusted reviewers to assign to the task; these reviewers can be from within their own or partner organizations.
