Cloud Computing at Sea: Google Public Sector Boosts U.S. Navy Collaboration

Google Public Sector is helping the U.S. Navy better collaborate through the use of cloud technology. In this blog, we'll explore how Google is assisting the Navy in improving communication and cooperation among its personnel.

With a global, always-on workforce, the U.S. Navy requires secure collaboration between teams across countries and time zones. This is especially relevant for the 50,000 U.S. Navy sailors deployed aboard approximately 100 ships at any given time, who need to connect with personnel at regional shipyards for everything from routine maintenance, to more serious ship repairs.

Google Public Sector directly assists Naval Sea Systems Command (NAVSEA), the largest of the U.S. Navy’s five “systems commands,” by providing support to the U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC) in Yokosuka and Sasebo, Japan. NAVSEA is using Google Workspace, which harnesses Google’s threat protection and zero trust capabilities, to enable effective, secure, and compliant collaboration between the SRF-JRMC and Navy stakeholders around the world.

The workforce in the SRF-JRMC facility had two unique challenges. The first was around ineffective collaboration and communication channels. Before deploying Google Workspace, a Navy officer in Japan would need to be on-base to communicate over a secure connection, and calls were typically late at night given the time difference. This challenge was even further magnified when the COVID-19 pandemic hit, further restricting staff mobility.

The second challenge was a language barrier. With more than 3,000 Japanese Master Labor Contract (MLC) employees providing critical support to SRF-JRMC’s shipyard, Navy leadership needed an easier way to communicate with their Japanese-speaking counterparts. Breaking down this barrier would ensure work could be completed faster and more effectively, facilitating a more collaborative environment.

Enabling secure collaboration

The Navy partnered with Google Public Sector to enable Google Workspace for SRF-JRMC. Today, Google Workspace assists the Navy’s shipyards by enabling Google Voice for secure voice over Internet Protocol (VoIP) calling options, so personnel can join calls and sessions on-site or at-home to communicate securely and reliably across continents. In addition, early access to solutions like English to Japanese translated captions in Google Meet help break down the language barrier by providing instant translation during meetings. The platform also saves the U.S. Navy thousands of dollars a month in phone bills by providing country-specific dial-in numbers for interviews.

Moreover, Google Workspace tools like Google Drive and Docs also help to simplify human resource workflows by streamlining the hiring for onboarding local Japanese employees for the shipyard. Having a shared Google Drive eliminates the need to send multiple files back and forth among the NAVSEA team, allowing them to minimize on-premises storage space. In addition, Google Docs enables Navy employees to communicate and collaborate with each other and with potential candidates securely, and across any device.

“As the largest overseas ship repair facility of the U.S. Navy, operational readiness and continuity of operations is our top priority,” said Peter Guo, chief information officer at SRF-JRMC. “Cloud collaboration capabilities provide us seamless and secure connectivity across continents and break down language barriers with our colleagues across the globe. We’ve improved our ability to operate anytime, and anywhere and have increased our ability to securely communicate and coordinate especially during network outages and natural disasters.”

Providing pandemic assistance

Google for Government’s Workspace solutions also became useful to the SRF-JRMC during the pandemic, providing valuable communication and collaboration tools during a time of uncertainty. In addition to deploying Google Workspace, SRF-JRMC’s IT department created a COVID-19 Pandemic Dashboard, a Google-based site that consolidated Japanese and international open-source data on COVID-19 outbreaks and provided updated guidance. The Dashboard was built in less than two hours, using Looker Studio, and it leveraged an automated data collection process to track local hospitalization numbers. Before building the site, it took the NAVSEA team hours to compile this information; now, the team can access this information in real-time.

“This Dashboard drastically reduced redundant weekly meetings centered on COVID-19 updates, and saved more than 10 hours per week manually gathering data and presenting it via slide decks,” said Guo. “Additionally, this capability enabled our leadership to make real-time, data-driven decisions and put necessary risk mitigations in place. It empowered supervisors across the shipyard to reference this website at any time and put additional health measures in place to minimize the transmission of COVID-19. Every minute counts at our two shipyards in Japan, so this made a tremendous impact on our operational efficiency and ensured the safety of our sailors.”

Executive Summary

Retailers are always working on trying to keep up with the ever changing consumer expectations and trying to forecast the next trend that can impact sales and revenue.

The pandemic brought its own (and largely new) set of challenges which further complicated the issue over the last two years. The retailers were forced to adapt to the new consumer (low physical touch) behavior in which the browsing and product research was largely digital (endless aisle) and accelerated other trends such as buy online and pick up in stores (BOPIS), curbside pick up and pick up lockers. According to a McKinsey Global Survey from early last year, the pandemic has accelerated the pace of digital transformation by several years.

The National Retail Federation (NRF) estimates that retail sales are expected to grow between 6% and 8% in 2022 (slower growth rate than in 2021), as consumers spend more on services instead of goods, deal with inflation and higher food & gas prices due to geopolitical disruptions in the world.

And the competition continues to be fierce as ever. Amazon continues its dominance in the U.S. retail world and new PYMNTS data shows that Amazon’s share of US Ecommerce sales hit an all-time high of 56.7% in 2021.

Customers now have more choices than ever on how they want to engage with the retailers, where they want to spend the money and make their purchase. They also have increased expectations from the retailers around providing a high quality product discovery experience, which is forcing the retailers to invest heavily on improving customer engagement on their digital platforms to boost conversion rate and overall customer loyalty.

This is where Retail Search can help by providing an enhanced search experience that uses Google-quality search models to understand the customer intent and takes into account the retailer’s first party data (such as promotions, available inventory and price) for ranking results.

How is Google Cloud Retail Search Different

The Ecommerce platform on-site search use case is not new and retailers have been trying to solve it effectively for the last two decades. Most retailers recognize that search is a critical service on the platform and have spent countless resources to improve and fine tune it over the years. Yet the challenge remains. According to a Baymard Institute study in late as 2019, 61% of sites still required their users to search by the exact product type jargon the site uses.

However, users now expect the same robust and intuitive search features as is offered by Google.com and other popular web platforms, who seem to have the uncanny ability to intelligently interpret and yield relevant results to complex search queries.

Google’s decades of experience and research in search technology benefits Cloud Retail Search solution and that is what differentiates it from the competition.

  • Advanced Query Understanding: Retail Search can provide more relevant results for the same query due to better query understanding features and knowing when to broaden or narrow the query results. While most search engines still rely largely on keyword based or matching tokens results, Retail Search has the advantage of being able to leverage Google search algorithms to return highly relevant results for product listings and category pages.
  • Semantic Search: Intent recognition is a key requirement for semantic search and identifying what the customers mean when they enter the query is a key strength of Retail Search. This is critical for retailers since this has a direct impact on Clickthrough rate, Conversion rate and the Bounce Rate.
  • Personalized Search Results: Another key differentiator for Retail Search is its ability to leverage user interaction data and ranking models to provide hyper personalized search results. Retailers are able to optimize search performance to deliver desired outcomes: better engagement, revenue, or conversions.
  • Self-Learning and Self-Managed Solution: Retail Search models get better over time because of the self-learning capabilities built into the solution. In addition, the service is fully managed, which saves precious resources needed to keep it running and managing its set up.
  • Strong Security Controls: The service runs on Google Cloud and follows security best practices to keep our customers’ data secure. Google never shares model weights or customer data across customers using the Retail API or other Discovery Solution products. High Level Conceptual View

Here is a simplified high-level view of Retail Search API. Retailers can call the API for the given search query and get back the results which can then be displayed on their digital properties.

The returned results contains two types of information:

  • Search results: Query search results including product listings and category pages based on advanced query understanding and semantic search.
  • Dynamic faceted search attributes: Faceted Search is a feature that allows further refinement of the search by providing ways to apply additional filters while returning results.

Retail Search needs the following datasets as input to train its machine learning models for search:

  • Product Catalog: Information about the available products including product categories, product description, in-stock availability, and pricing.
  • User Events: This is the clickstream data that contains user interaction information such as clicks and purchases.
  • Inventory / Pricing Updates: Incremental updates to in-stock availability and pricing as that information is updated.

(Keeping the product catalog up to date and recording user events successfully is crucial for getting high-quality results. Set up Cloud Monitoring alerts to take prompt action in case any issues arise).

Retailers also have the ability to set up business/config rules to customize their search results and optimize for business revenue goals such as Clickthrough rate, Conversion rate, Average size order etc.

How to get started

Retail Search is generally available now and anyone with a Google cloud account can access it. If you don’t already have an account, you can start with a trial account for free here.

Establish a Success Criteria: It’s important to establish a success criteria for measuring the effectiveness of Retail search. Get a consensus on which factor(s) you want to include in scope for measuring the effectiveness of Retail Search. This could include one or two from the following: Search Conversion Rate, Search Average Order Value, Search Revenue Per Visit and Null Search Rate (No Results Found).

  • Measuring Performance: Retail dashboards provide metrics to help you determine how incorporating the Retail API is affecting the results. You can view summary metrics for your project on the Analytics tab of the Monitoring & Analytics page in Cloud Console.
  • Set up A/B Experiments: To measure the performance of Retail Search with another search solution, you can set up A/B tests using a third-party experiment platform such as Google Optimize.

Summary:

As retailers try to navigate through the post-pandemic world where supply chain failures and digital transformation acceleration are major focus areas, they now also have to keep a close eye on the recent geopolitical challenges resulting in rising inflation and costs.

While we can all agree that in-store shopping will continue to be a major source of revenue, it is also important for retailers to tweak the in-store experience for the digital world. Trends such as buy online and pick up in stores (BOPIS), curbside pick up and pick up lockers are here to stay.

Given all the above, consumer engagement and digital experience is more important now than ever before. The cost of search abandonment is way too high and has both short and longer term impact. Retail Search is a great solution to help reduce churn, improve conversion and retention. It provides Google-quality search models to help understand customer intent and the retailers have the ability to set up business/config rules to optimize search results for business revenue goals such as Clickthrough rate, Conversion rate and Average size order.

Editor’s note: In February 2021, Google Cloud and TELUS announced a 10-year strategic alliance to drive innovation of new services and solutions across data analytics, machine learning, and go-to-market strategies that support digital transformation within key industries, including communications technology, healthcare, agriculture, and connected home. By December 2021, TELUS had completed a pilot for a use case that leveraged Google Cloud AI and Machine Learning solutions and Telco Edge Anthos to increase safety in the workplace and save lives in manufacturing facilities. The use case leverages Multi-Access Edge Computing (MEC) to move the processing and management of traffic from a centralized cloud to the edge of TELUS’ 5G network, making it possible to deploy applications and process content closer to its customers, and thus yielding several benefits including better performance, security, and customization. Today, we invite Samer Geissah, Head of Technology Strategy and Architecture at TELUS, to share how the company is delivering on its promise to use this technology to drive meaningful change, starting with workers’ well-being.

Whenever a new technology buzzword comes along I think: what problems does this solve, and for whom is this going to make a real difference? That’s because at TELUS, we see innovation as a means to act on our social purpose to drive meaningful change, from modernizing healthcare and making our food supply more sustainable, to reducing our environmental footprint and connecting Canadians in need. Multi-Access Edge Computing (MEC) is a buzzword that offers an opportunity to do just this. That’s why we want to leverage cloud capabilities and optimize our network’s edge computing potential, tapping into our award-winning high-speed 5G connectivity to help solve some of industry’s most complex challenges.

The reason why this presents such a great opportunity is that companies across industries still rely on maintenance-heavy on-premises systems to manage core computing tasks. But, with cloud capabilities delivered at the edge of our 5G network, we open a new world of possibilities for them. For example, manufacturers who currently rely on IoT-enabled equipment in their facilities can deliver new experiences by running advanced AI-based visual inspections directly from 5G-enabled devices–all without the need for local processing power or extra on-site space. In fact, it’s this example that inspired our new use case, where our Connected Worker Safety solution can be applied across a range of business verticals to help improve safety, prevent injury, and save lives, demonstrating how the perfect combination of skilled people and digital technology can make the world a safer place.

Empowering intelligent decision making at the edge


Be it a farm, manufacturing facility, hospital, or a factory floor, workers should be able to work in environments where their health and safety are held as the highest priority. But how can employers ensure that their remote, frontline, and in-office employees are safe and healthy at all times? We’ve found the answer by combining Google Cloud AI/ML capabilities and Anthos as a platform for delivering workloads, with our network’s infrastructure.

Together with Google Cloud, we have been leveraging solutions with the power of MEC and 5G to develop a workers’ safety application in our Edmonton Data Center that enables on-premise video analytics cameras to screen manufacturing facilities and ensure compliance with safety requirements to operate heavy-duty machinery. The CCTV (closed-circuit television) cameras we used are cost-effective and easier to deploy than RTLS (real time location services) solutions that detect worker proximity and avoid collisions. This is a positive, proactive step to steadily improve workplace safety. For example, if a worker’s hand is close to a drill, that drill press will not bore holes in any surface until the video analytics camera detects that the worker’s hand has been removed from the safety zone area.

A few milliseconds could make all the difference when you are operating heavy equipment without guards in place. So, to power the solution’s predetermined actions with immediate response times, we worked with Accenture and hosted the application on an Anthos bare metal Google Cloud environment running on our TELUS multi-edge access computing.

Because all the conditions in our model are programmable, this solution can be replicated at scale across a variety of practical scenarios other than factory floors. The actions in response to the analysis are also programmable, which means companies can use this technology to look at workers’ conditions and decide the best course of action to educate, assist, and protect them. All this is done through a single pane of glass ecosystem, making it easy to customize this solution to meet various business needs.

Meanwhile, leveraging our existing global networks to process data and compute cycles at the edge eliminates the need to transport data to a central location for real-time computation. This means that we can offer this solution to partners while optimizing latency and lowering costs.

Powering blink-of-an-eye communication with Anthos


To put the importance of lowering speed into perspective, consider that the average latency of blinking your eye is about 300 milliseconds. From a safety point of view, preventative processes need to be much faster than that. For this use case, our machine learning models running on edge are currently processing data at a tenth of the time it takes for you to blink your eyes, and we’re aiming to lower that latency further to help build even safer systems.

Our plan is to deploy Anthos clusters on bare metal to our customers across Canada to take advantage of our existing enterprise infrastructure, making it possible for us to run our solution closer to partners and eventually enable just one millisecond of latency.

At that point, we’ll be able to power new use cases that require near real-time feedback, leaving absolutely no room for error. This could include remote surgery, platooning of fleets on autonomous vehicles, and many other cellular vehicle-to-everything (V2X) solutions that require high-speed communication for platform operators to manage remote edge fleets in far-away places.

Improving workers’ safety while enabling new sources of revenue


Although edge computing and 5G have been around for a while, we believe that use cases like this are only just starting to demonstrate the incredible speed of change and high potential that these models provide. The next step for us is to develop our workers’ safety solution and get it to market, making TELUS an early adopter of new 5G solutions at the edge that can help our business and industry partners make workplaces safer.

It’s a great win to be able to combine efforts with Google Cloud and reduce latency in a context where timing can impact and save lives, and I’m confident that workers’ safety is just the beginning of a series of industry challenges that we’ll address together.
