City of San Jose Ensures Critical Services Reach Community Using AI Translation

San José is one of the most diverse U.S. cities, with residents speaking more than 100 languages. This proved a challenge with the city's citizen service helpline. It's an issue Indian government departments recognize. How did the San José government solve it? They turned to Google's easy-to-deploy AI translation service.

San José is one of the most diverse U.S. cities, with residents speaking more than 100 languages. Several years ago, we set out to improve city community interactions through more equitable service management and delivery. This demanded a new approach to automating the intake of requests from a majority population whose first language is not English.

We first created the 311 portal and app, which was an important step as we effectively separated resident service requests from emergencies. The way we describe it to our citizens, you call 311 for a burning question, and 911 for a burning building. In the last fiscal year, San José 311 received nearly 210,000 contacts by phone and an additional 211,000 service requests through the SJ 311 app. 

Through the portal and app, we gave citizens an omnichannel experience enabling them to interact with the city to request improvements, access useful information, and get emergency help when they need it. 

In order to truly serve our diverse communities, we recognized language translation services would be required to offer truly equitable services to everyone. That’s when we started working closely with SpringML, Google Cloud, and other partners with involvement from our Mayor and City CIO.

Building public services with community engagement in mind

When we first rolled out the My San José website and mobile app, we used an out-of-the-box translation service that ended up not working. It had poor accuracy and did not meet our needs to provide all citizens with coherent services. After looking at many other options, we decided to partner with SpringML and Google Cloud to leverage the AutoML Translation with other technologies such as our virtual agent.

SpringML was selected through an open RFP process, and helped us to build and optimize our integrations, interfaces, and more between several systems, making the app and website more intuitive to manage. SpringML delivered the product we needed on time and up to specifications, and additional value came from the training sessions they provided to our team. This enabled us to understand everything we could do with AutoML and opened the door to other enhancements such as simplifying the vernacular used with our residents, making government access easier to navigate regardless of natural language spoken. 

After establishing the My San José app’s translation capabilities using AutoML, SpringML also helped us incorporate Dialogflow virtual agents. Dialogflow also positions us to make modifications with our own staffing practices – something that has become increasingly important amid the frequent changes in service levels from COVID-19 response in the past year.

Responding to community needs

With the app up-and-running, our next step was to bring in community members to help with testing, improvements, and more. We wanted the app and the website to not just be something we provided to the community, but rather something they helped us build so they would readily adopt it.

Thanks to the greater accuracy of translation supported by Google Cloud services, we were able to leverage the expertise of a small pool of community members to evaluate translations. AutoML Translation and Glossary proved to be a powerful combination that pushed us closer to our goals. 

Our primary targets were Spanish and Vietnamese translations. We are now seeing 90 percent accuracy in automated Spanish translations while Vietnamese translations continue to improve. We continue to work to simplify the language used in these services, which makes a big difference in terms of ensuring optimal language accessibility.

This work includes best serving our community members who primarily use phones to get in touch with us through 311 services. Using Google Cloud Contact Center AI, we have been able to effectively manage the calls we receive 24×7 and communicate with residents who speak Spanish as well as English. No matter which channel one of our residents choose to use to reach out, we can serve them efficiently. 

A well-timed release

We’re proud of the work we’ve done. We’ve made many government services available to our community 24 hours a day, 7 days a week — accessible through many channels. Regardless of a person’s native language, the consistency of experiences enjoyed by everyone is improving every day thanks to AI. We’re also actively incorporating more language translation capabilities to better serve more people.

While we began this process several years ago, the recent integration of machine learning language translation with our customer relationship management system in late 2020 was very well-timed because we were able to incorporate this into our COVID-19 pandemic response. 

We’re also beginning to work with other municipalities across the U.S. to share some of the lessons we’ve learned and success we’ve seen in hopes of furthering more equitable citizen services far beyond our City limits. 

We are excited to continue working with SpringML, Google Cloud, and other partners to improve our city and the equity and quality of services that our residents enjoy.

In our conversations with customers, few generative AI use cases have driven as much enthusiasm as generative search. Leaders at enterprises know the limits of traditional enterprise search, with queries producing a list of links based on pattern matching, and significant manual investigation required to find the more relevant answers. In generative AI, these leaders see an opportunity to leverage their data more effectively and deeply, including applying it to conversational apps that can answer complex questions, produce accurate summaries that synthesize many sources, and help people get the information they need, faster. 

Enterprise Search on Generative AI App Builder (Gen App Builder) lets organizations create custom chatbots and semantic search applications in as little as a few minutes, with minimal coding needed to get started and enterprise-grade management and security built in. Customers can combine their internal data with the power of Google’s search technologies and generative foundation models, delivering relevant, personalized search experiences for enterprise applications or consumer-facing websites. 

To date, most approaches to combining generative AI and search technology have been inadequate for the scale and reliability needed for enterprise use. For example, building search by breaking long documents into chunks and feeding each segment into an AI assistant typically isn’t scalable and doesn’t effectively provide insights across multiple sources. Likewise, many solutions are limited in the data types they can handle, prone to errors, and susceptible to data leakage. Bespoke, do-it-yourself approaches are generally no easier, with production-grade solutions often requiring complex tasks like integrating embeddings data with foundation models and significant use case data testing. Even when organizations make these efforts, the resulting solutions still tend to lack feature completeness and reliability, with significant investments of time and resources required to achieve high-quality results.

These challenges demonstrate that to effectively implement generative search, organizations typically need more than access to powerful foundation models. They also likely need the ability to ground model outputs in specific data, so that outputs are more relevant and less likely to include mistakes or “hallucinations.” They generally need safeguards that protect their data, how it is accessed, and how it is used. And they generally need the process to be high-performant and scalable out of the box, making the functionality easy to use even if the organization lacks data science and machine learning expertise.

Let’s look at how Enterprise Search on Gen App Builder helps customers bypass these scale and reliability challenges, so they can start leveraging generative search quickly. 

The intersection of generative AI and enterprise data

Gen App Builder’s out-of-box capabilities can remove the need for data chunking, generating embeddings, or managing indexes, hiding complexity behind a straightforward interface that lets developers build apps in minutes with little or no coding and no prior machine learning experience. With the ability to ingest large volumes of documents and support for both unstructured and structured data, apps built with Gen App Builder help customers solve the long-standing headache of finding relevant information across the organization, turning tasks that used to take hours into quick searches or conversational explorations with an app. 

These capabilities are underpinned by both Google’s foundation models and a variety of Google Search technologies, including:

  • Semantic search, which helps deliver more relevant results than traditional keyword-based search techniques by using natural language processing and machine learning techniques to infer relationships within the content and intent from the user’s query input. 
  • Google’s understanding of how users search for information. 
  • Google’s expertise in understanding relevance, which considers factors such as content popularity and user personalization of content when determining the order in which search results are displayed. 

For more advanced use cases, Gen App Builder can be easily integrated with Vertex AI for in-depth foundation model tuning, enabling flexible input and output search formats. 

As always with our AI products, Gen App Builder has been evaluated for alignment with our AI Principles, which is reflected by the product’s many safeguards against bias, toxic content, and unhelpful outputs. Whether for prototypes built in minutes or apps with many custom components, Enterprise Search on Gen App Builder offers a robust suite of user-friendly tools for customers across industries and levels of expertise. 

How customers are innovating with Enterprise Search 

After gaining access to Enterprise Search on Gen App Builder via our trusted tester program, a number of customers are already leveraging the product for novel use cases. 

Priceline is harnessing Gen App Builder and Vertex AI for a range of projects, including internal search engines for employees and a new chatbot to assist customers as they make travel plans. Slated to be available across both desktop and mobile experiences, Priceline’s chatbot will help customers find the right information faster via always-on, personalized experiences, including answering nuanced questions like, “What are the best 4-star hotel options in midtown Manhattan within walking distance to Central Park?” and “Can you help me extend my hotel reservation for an additional night?”

Vodafone is experimenting with Enterprise Search and foundation models on Gen App Builder to build a tool that can rapidly and securely query documents, search, and understand specific commercial terms and conditions. Vodafone Voice and Roaming Services has over 10,000 contracts with other telecommunications companies worldwide, in a variety of formats such as PDFs, images, and complex tables. Searching this document repository is often a time consuming process for employees. 

“Every day we introduce and manage new services like 5G to a roaming footprint comprising more than 700 operators in 210 countries to ensure both Vodafone and our partners’ business customers, holidaymakers, and Internet of Things devices stay connected when abroad. With Enterprise Search on Gen App Builder, we are building an intelligent assistant to securely and quickly search contracts.” said Sherif Bakir, CEO of Vodafone Voice and Roaming Services. “With generative AI, we’re accelerating otherwise protracted processes, increasing productivity and operational efficiency.”

Software startup Trender.ai, which creates customer monitoring and intelligence solutions for B2B relationships, is using Gen App Builder to build a product that can synthesize information from social media, public sources, and CRM data so that users can form more productive, personal relationships with prospects and customers.

“With Enterprise Search on Gen App Builder, we have been able to do things in the last month that we had projected to take 12-18 months on our prior roadmap,” said Betsy Bilhorn, co-founder at Trender.ai. “We had expected it would take at least 12 months to build and train models from an individual’s public social, web, and other data, and to then be able to ask questions like ‘What things are most important to this person?’ or ‘When and how is the best way to make an introduction to this prospect that they’ll respond to?’ Last year, we thought getting to this vision was a bit of a moonshot for a startup our size — but now we were able to achieve this in under a month.”

The digital era turned the traditional formula for media and entertainment success on its head, ushering in new technologies that have changed how content is produced, distributed, experienced, and monetized. Audiences have more choice, flexibility, and power over what they consume, and today’s media companies have to embrace ongoing transformation or risk falling behind – or becoming irrelevant. 

A new wave of transformation is arriving with generative AI, a type of artificial intelligence that can interact with users in natural language and create novel data, ranging from story outlines, reports, and other text outputs to multimodal content like images, videos, and audio. Media and entertainment are inherently about content creation and creativity—so what does this new technology mean for the industry? 

At Google Cloud, we see tremendous opportunity for creative industries, from more efficient creation methods to improved user experiences. Let’s explore.

AI for media with Google Cloud

Google Cloud has a long history with large language models (LLMs) and other generative AI technologies—from their influence over the years on products like Document AI, to recent announcements like Generative AI support in Vertex AI, which lets businesses access and tune generative AI foundation models, and Generative AI App Builder, which lets developers build chatbots and other generative apps in minutes.  

Build, tune and deploy foundation models with Vertex AI

We’ve helped our global media and entertainment customers with AI for personalizationsearch and recommendations, predictive analytics, and much more — and with generative AI now on the rise, we have some ideas to help media leaders, technologists, and creators think about and prepare to utilize powerful AI in their work. 

Three lenses on innovation in media

The media and entertainment industry is increasingly diverse and complex, with companies spanning over-the-top (OTT) subscription streaming services, 24-hour linear channels, live broadcasts of sporting events, digital journalism, traditional publishing, short-form user-generated social video, and more. More and more, the boundaries between these segments of the media industry are blurring — but common to them all is the focus on providing compelling content in an engaging audience experience that can be directly or indirectly monetized.

With this in mind, we suggest media and entertainment companies look at the application of innovative technologies like generative AI through the following three lenses:

  1. Improving content creation, production, and management
  2. Enhancing and personalizing audience experiences
  3. Improving monetization

Improving content creation, production, and management

Generative AI democratizes many aspects of content creation, opening new ways to create written material, illustrations, sound effects, special effects, and more. Its recent maturation has been so rapid, some in the media industry have expressed concern that generative AI implies the end of creative professions. We think the opposite is more likely: just as photography, audio recordings, and computer generated images have enabled new modes of creativity, rather than making old ones obsolete, generative AI has the potential to both enable new forms of expression and enhance familiar ones. 

For example, journalists could use generative AI to speed up research by helping them synthesize and analyze large volumes of information, or to help them create initial drafts or summaries of editorial content. Film and television producers could leverage the technology to accelerate the post-production editing process, with new AI-enabled interfaces for rapidly adjusting or enhancing scene details such as lighting and color. Broadcasters could use generative AI to make vast libraries of video footage searchable and accessible for use in telling more compelling stories. The potential use cases go on and on.

Far from undermining incredible creative professions, generative AI is poised to free writers, artists, editors, and many others from the tedious and mundane aspects of their work, empowering them to focus more of their time on creativity.

Enhancing and personalizing audience experiences

Every media organization in the world today faces the reality that for most consumers, switching costs are extremely low. This puts incredible pressure on these companies to invest in delivering low-friction and compelling audience experiences that help mitigate subscribers from churning and viewers from abandoning content experiences for competitive platforms. 

Generative AI can help media companies engage and retain viewers, such as by enabling more powerful search and recommendations on their digital content platforms. With its increasingly multimodal capabilities extending from natural language to both audio and video content, generative AI is well-positioned to power more personalized audience experiences. 

Consumers often complain about “the paradox of choice” or their inability to find something interesting to watch on streaming platforms that have incredibly vast libraries of content available on demand. Imagine a not-too-distant future wherein a consumer can simply ask the content platform they’re using to help them find a specific show to watch based on mood, specific types of scenes, combinations of actors, award nominations, or practically anything they can think to ask. And that’s just the tip of the iceberg — imagine generative AI’s potential to curate, assemble, and even create personalized content for a viewer to consume!

Improving monetization

As consumers’ content consumption further expands from traditional theatrical and linear television programming to include digital offerings across an array of platforms, devices, and content types, media companies face the challenge of maintaining and improving monetization. The conventional economics and approaches to advertising and subscription models are proving, in many cases, not to deliver sufficient ROI. 

Generative AI has the potential to help media companies improve their monetization of audience experiences. As mentioned previously, enhanced personalization can play a role in mitigating churn, which in turn can help sustain and grow subscription and advertising revenues. Going beyond this, generative AI can be leveraged to drive even greater advertising revenues via more targeted, contextual, and personalized advertisements. Imagine both display and video advertisements that are generated on the fly to personalize product specifics, messaging, style, colors, and innumerable other characteristics to drive greater engagement and higher click-through rates (CTR), and thus higher advertising CPMs (cost per thousand impressions).

Case Study: Twitter is Taking Their CX to The Next Level with AutoML

Twitter Spaces Engineering team is making it easier for customers to listen to live conversations with AutoML. Read to know how the company is offering personalized recommendations to their customers with machine learning (ML) and cloud technology.

Editor’s note: Since launching its Spaces feature, Twitter has demonstrated that hearing people’s voices can bring conversations on Twitter to life in a completely new way. Next, it aimed to make it easier for customers to join and listen to live conversations they personally care about. In this blog, we learn how the Twitter Spaces Engineering team is bringing this vision to life with AutoML, powering a new ML heuristic which serves personalized recommendations to Twitter customers. Since Twitter introduced Spaces in 2020 to enable live audio conversations on its platform, the Twitter Spaces Engineering team has been continually testing, building, and updating this feature in the open. Today, anyone can join, listen, and speak in a Space on Twitter, and the feature’s popularity has taken off. But this success also poses a challenge: with millions of people creating and joining Spaces at any time, how can they find the Spaces to engage with while they’re happening? Taking this as an opportunity to further improve the experience of its customers, Twitter has turned to machine learning (ML) and cloud technology for answers.

“ML fits into the natural progression of Twitter consumer and revenue product building, especially for a product feature such as Spaces,” explains Diem Nguyen, Senior Machine Learning Engineer and Data Scientist at Twitter. “We launched Spaces with a base-line algorithm using the ‘most popular’ heuristic which assumes that if a Space is popular, there’s a good chance you’d like it too. But our aim is to leverage ML to surface the most interesting and relevant Spaces to a particular Twitter customer, making it easier for them to find and join the conversations they personally care about. This is a complex functionality that Google Cloud ML capabilities help us to enable.”

Setting the stage for building new features with limited ML resources

While looking for the right tools to power this vision, Nguyen and her team started evaluating in December 2021 whether the Vertex AI platform and AutoML in particular could solve challenges observed when they first started building Spaces. These included a lack of dedicated ML resources to build and deploy the product feature, and the need to work on a multi-cloud environment.

“We had three key questions in mind during our assessment,” Nguyen explains. “Can we realistically deploy the AutoML model off-platform? Once deployed, can it solve for the request load that we get from the service we’re serving (in this case, the Spaces tab)? And finally, can we develop and maintain such a solution without a dedicated team of ML experts for this project?” The answer to all three questions was yes.

Positive answers motivated the Spaces Engineering team to take the solution to production in February 2022. “We started using AutoML Tables to train high-accuracy models with minimal ML expertise or effort, alleviating our resource constraint,” says Nguyen of the results. “Soon AutoML also stood out for its high performance and for supporting easy deployment beyond the Google Cloud Platform, making it ideal for this project hosted in a multi-cloud environment.”

Increasing customer engagement at speed with accurate ML predictions

With a classification model in place to predict the probability of user engagement in a particular Space, Twitter now aims to optimize its model with aggregated data around Twitter features that can help it better understand customer preferences. For example, if a customer has historically engaged with a particular topic and a new Space matches that topic, the ML model increases the score of that Space being served to that user on the Spaces tab.

Because Spaces are live audio conversations, the Spaces tab needs to be ranked to customers in near real time so they don’t miss out. With this in mind, Twitter’s model currently performs 900 queries per second on the Spaces tab, and evaluates 50,000 candidates per second. Meanwhile, 99% of these requests are faster than 100 milliseconds, and 90% of requests are faster than 50 milliseconds.

To measure the success of this project, Nguyen’s team conducted A/B experiments around key customer engagement metrics–A stands for the ‘most popular’ heuristic previously in production, and B is the new AutoML model which seeks to personalize Spaces recommendations to the interests of individual Twitter users. Three months into the project, the numbers were encouraging. “After deploying our AutoML Tables solution we saw an increase of 1.96% in Spaces daily active customers, which is one of our key metrics. We also noticed an increase of 1.99% in Spaces join in rates, and an increase of 8.42% in user clicks to explore a Space,” Nguyen shares. “These are positive signals that users are now engaging more with the Spaces tab service on the Twitter app, which is exactly what we set out to do with this project.”

Powering new use cases with hands-off ML frameworks

With this first solution running in production to improve the performance of the Spaces tab, Nguyen starts to ask how else it might support the experience of Twitter users moving forward. “The Spaces tab is a small surface on the Twitter app. With our current ML solution we’re some distance away from serving our home tab traffic, which is where a lot of our traffic happens and therefore would involve a much bigger-scale operation. Getting there will take some work but we’re evaluating the possibility of optimizing our model performance for this in collaboration with Google Cloud,” says Nguyen.

“As a product-led company, we focus on continually improving the customer experience and we want to iterate faster to get to that point. AutoML brings that value to our product teams because it is so hands-off. You don’t need to write any model code in order to reap the benefits from this machine learning framework; AutoML automatically experiments with many different model architectures and comes up with a state-of-the-art model that addresses your needs. So while it is not a one-size-fits-all solution, it is a great solution with the potential to power many more Twitter use cases,” she concludes.
