Google Cloud’s Accountability and Transparency Adheres to EU’s Stringent Compliance Policies

Google Cloud’s industry-leading controls, contractual commitments, and accountability tools have helped organizations across Europe meet stringent data protection regulatory requirements for years. This commitment to supporting the compliance efforts of European companies has earned us the trust of businesses like retailers, manufacturers and financial services providers.
As part of our continued efforts to uphold that trust, Google Cloud was one of the first cloud providers to support and adopt the EU GDPR Cloud Code of Conduct (CoC). The CoC is a mechanism for cloud providers to demonstrate how they offer sufficient guarantees to implement appropriate technical and organizational measures as data processors under the GDPR.
Today the Belgian Data Protection Authority, based on a positive opinion by the European Data Protection Board (EDPB), approved the CoC, a product of years of constructive collaboration between the cloud computing community, the European Commission, and European data protection authorities. We are proud to say that Google Cloud Platform and Google Workspace already adhere to these provisions. This is the first European code approved under the GDPR; it is excellent news for the industry to have a new transparency and accountability tool that helps promote trust in the cloud.
In addition to the CoC, Google Cloud has already been certified against internationally-recognized privacy standards such as ISO/IEC 27001, ISO/IEC 27017, ISO/IEC 27018 and ISO/IEC 27701. These certifications provide independent validation of our ongoing dedication to world-class security and privacy.

Strategic Consulting, Training & Implementation Guidelines with Public Sector PSO Helps Governments Stay Compliant

Did you know that by 2025, enterprise IT spending on public cloud computing will overtake traditional IT spending? In fact, 51% of IT spend in application software, infrastructure software, business process services, and system infrastructure will transition to the public cloud, compared to 41% in 20221.. As enterprises continue to rapidly shift to the cloud, government agencies must prioritize and accelerate security and compliance implementation.
In May 2021, the White House issued an Executive Order requiring US Federal agencies to accelerate cloud adoption, embrace security best practices, develop plans to implement Zero Trust architectures, and map implementation frameworks to FedRAMP. The Administration’s focus on secure cloud adoption marks a critical shift to prioritizing cybersecurity at scale. Google Cloud’s Public Sector Professional Services Organization (PSO) has committed to helping customers meet security and compliance requirements in the cloud through specialized consulting engagements.
Accelerating Authority to Operate (ATO)
The Federal Risk and Authorization Management Program (FedRAMP) was established in 2011 as a government-wide program that promotes the adoption of secure cloud services across the federal government. FedRAMP provides a standardized approach to security and risk assessment for cloud technologies and federal agencies. US Federal agencies are required to utilize and implement FedRAMP cloud service offerings as part of the “Cloud First” federal cloud computing strategy.
While Google Cloud provides a FedRAMP-authorized cloud services platform and a robust catalog of FedRAMP-approved products and services (92 services and counting), customers are still tasked with achieving Agency ATO for the products and services they use, and Google Cloud provides many resources to assist customers with this journey. Google Cloud’s FedRAMP package can be accessed by completing the FedRAMP Package Access Request Form and submitting it to info@fedramp.gov. Additionally, customers can use Google’s NIST 800-53 ATO Accelerator as a starting point for documenting control implementation. Finally, Google Cloud’s Public Sector PSO offers the following strategic consulting engagements to help customers streamline the Agency ATO process.
- Cloud Discover: FedRAMP is a six-week interactive workshop to support customers that are just getting started with the ATO process on Google Cloud. Customers are educated on FedRAMP fundamentals, Google’s security and compliance posture, and how to approach ATO on Google Cloud. Through deep-dive interviews and design sessions, PSO helps customers craft an actionable ATO plan, assess FedRAMP readiness, and develop a conceptual ATO boundary. This engagement helps organizations establish a clear understanding and roadmap for FedRAMP ATO on Google Cloud.
- FedRAMP Security Review is a ten to twelve week engagement that aids customers in FedRAMP operational readiness. PSO consultants perform detailed FedRAMP architecture reviews to identify potential gaps in NIST 800-53 security control implementation and Google Cloud secure architecture best practices. Findings from the security reviews are shared with the customer along with configuration guidance and recommendations. This engagement helps organizations prepare for the third-party or independent security assessment that is required for FedRAMP ATO.
- Cloud Deploy: FedRAMP is a multi-month engagement designed to help customers document the details of their FedRAMP System Security Plan (SSP) and corresponding NIST 800-53 security controls, in preparation for Agency ATO on Google Cloud at FedRAMP Low, Moderate, or High. PSO collaborates with customers to develop a detailed technical infrastructure design document and security control matrix capturing evidence of the FedRAMP system architecture, security control implementation, data flows and system components. PSO can also partner with a third-party assessment organization (3PAO) or an independent assessor (IA) to support customer efforts for FedRAMP security assessment. This engagement helps customer system owners prepare for Agency ATO assessment and package submission.
Developing a Zero Trust Strategy
In addition to providing FedRAMP enablement, Public Sector PSO has partnered with the Google Cloud Chief Information Security Officer (CISO) team to assist organizations with developing a zero trust architecture and strategy.
Zero Trust Foundations is a seven-week engagement co-delivered by Google Cloud’s CISO and PSO teams. CISO and PSO educate customers on zero trust fundamentals, Google’s journey to zero trust through BeyondCorp, and defense in depth best practices. The CISO team walks customers through a Zero Trust Assessment (ZTA) to understand the organization’s current security posture and maturity. Insights from the ZTA enable the CISO team to work with the customer to identify an ideal first-mover workload for zero trust adoption. Following the CISO ZTA, PSO facilitates a deep-dive Zero Trust Workshop (ZTW), collaborating with key customer stakeholders to develop a NIST 800-207 aligned, cloud-agnostic zero trust architecture for the identified first-mover workload. The zero trust architecture is part of a comprehensive zero trust strategy deliverable that is based on focus areas called out in the Office of Management and Budget (OMB) Federal Zero Trust Strategy released January 2022.

Using Google Cloud’s Backup and DR Service with Logging and Monitoring Tools

Backup and DR data is a valuable business asset, and ensuring that it’s safe and accessible is essential. In particular, you want to be able to monitor your backups to ensure that the data is indeed protected and that you can quickly recover it in the event of a disaster, user error, or failed upgrade.
Users of Google Cloud’s Backup and DR service often ask:
- What are the best practices for monitoring my backup and recovery jobs?
- How can I proactively identify issues and troubleshoot?
- How can I create alerts and be notified about important events?
The good news is that Google Cloud Backup and DR now integrates with Cloud Logging and Cloud Monitoring tools. Now, you can monitor backup events, jobs, appliance health, resource consumption and user actions in the same way you monitor other Google Cloud workloads and services.
With this integration, you can now:
- Monitor events related to backup and restore – With detailed Google Cloud Backup and DR service event logs in Cloud Logging, you can now use log based alerts to create a customisable notification, in near-real time. This lets you monitor important events such as backup job failures, jobs that did not run, local backup storage saturation, and network failures.
- Configure fine grained alerting – You can write custom event queries on a wide variety of dimensions such as event severity, application type, application name, job type, job name, error message and many more. This gives a lot of flexibility to define alerts for specific events or conditions within a system, thus reducing noise and helping you identify and fix issues easily.
- Get notified on your preferred notification channel – Google Cloud offers seven pre-built notification channels that let you receive customisable notifications directly over email, SMS, Slack or the Google Cloud mobile app. Alternatively, you can integrate with your own monitoring and event management tools using webhooks or Pub/Sub.
- Derive useful insights to troubleshoot issues – With Log Analytics, you can use BigQuery to query your data using SQL queries and generate operational insights, which can help you reduce time spent troubleshooting. For example, you can analyze the key reasons that backup and restore jobs fail for a given application or application type.
The integration also lets you proactively discover deeper issues related to backup and recovery, such as capacity-related issues or certain job failures that happen periodically, by monitoring recurring events in the logs over time. With log-based metrics, you can:
- Create trend charts to track important metrics such as the number of backup or restore jobs that failed during a day/week/month
- Receive a notification when the number of occurrences crosses a threshold, for example receive a notification if a snapshot pool saturates more than five times a week
- Monitor trends in data, such as latency values in logs, and receive a notification if the values change in an unacceptable way.

The time to learn that your backup failed should never be when you go to restore. By integrating our Backup and DR service with Cloud Monitoring and Cloud Logging, you can get valuable assurances about the health of your backup and business continuity processes with the same tools that you use to manage other Google Cloud workloads. Takeaways from the Google Cloud Public Sector Summit on Prioritizing Tech Investments

Now more than ever, government agencies need to invest in digital services to fulfill their missions and better serve communities. Yet modernization isn’t a one-and-done approach; it’s a sustained effort, with multi-year implications, and requires careful consideration of how to integrate existing investments to optimize costs. Digital transformation requires coordination between different programs and agencies, including all of their many competing considerations. In short, maximizing technology investments requires careful planning, strategic thinking, and industry partners that can provide flexibility and security and meet agencies where they are.
I sat down with Suzette Kent, former U.S. federal chief information officer, and Dominic Sale, assistant commissioner for Technology Transformation Services at the General Services Administration (GSA) for a conversation to unpack this important topic and discuss industry best practices.
The panelists had five tips for government employees who are making technology purchasing decisions for their agency.
1. Put the agency’s mission first.Avoid getting distracted by exciting new trends and focus on long-term goals that can impact which procurement strategies or funds could be used. The discussion started with how government agencies could cut through the noise about technology and prioritize which technology is best for their needs. Sale and Kent agreed that an agency should focus on its core mission outcomes and let its technology needs flow from that. Sale also emphasized the importance of having technology design respond to humans’ needs, which has historically been a challenge for government agencies.
For agencies to stay focused on their mission, final decisions about technology need to be made by the program manager who best understands each program’s mission. The government CIO’s role is to be the enabler for the technology and leverage it at the enterprise level, particularly when it comes to sharing infrastructure. The takeaway: enable mission programs by empowering your teams and providing access to authorized, compliant, innovative data platforms that programs can move confidently and quickly with.
2. Invest in interoperability. Agency employees often struggle to balance the need for a positive return on investment (ROI) with requirements for meeting mission objectives. While the panelists agreed that the total cost of ownership was important, they also emphasized taking an expanded view of ROI, including future-proofing and investing in functionality that may not realize its return for many years based on the initiative. Saving money isn’t particularly valuable if the solution doesn’t meet an agency’s needs. When choosing a technology partner, government employees should understand its long-term vision to ensure that the partner fits agency priorities. Partners’ technologies should also integrate seamlessly with existing systems so agencies don’t duplicate investment costs.
For example, Google Anthos extends Google Cloud services and engineering practices into an organization’s existing environment, establishing operational consistency across apps and modernization. With Anthos, agencies can simply and securely build and deploy applications anywhere, integrating cloud services across platforms. This allows them to enjoy a consistent DevOps experience for hybrid and multi-cloud environments and enables new innovation. Most importantly, this enables an enterprise data platform, one of the largest catalysts for mission transformation and applied AI.
3. Take advantage of artificial intelligence (AI) benefits. Over the course of the pandemic, the rapid application of AI has improved government productivity, efficiency, and the ability to deliver critical new services to the public at scale. This has further cemented AI’s role as an essential government technology for the present and future. In fact, Nextgov reports that “46% of government IT specialists plan to use AI and machine learning (ML) for embedded systems in the near future.”
As we’ve seen over the course of the pandemic, government programs can start small with AI pilots before moving into broad deployment. This can help agencies understand AI’s potential before moving to full production. People always supervise AI technologies, and the possibilities are endless. Google Cloud’s Contact Center AI (CCAI) has helped government agencies improve the customer experience, by allowing citizens to schedule vaccine appointments via a platform of their choice with up to 28 languages and dialects, and manage vaccine deployment. The U.S. Navy spends billions annually to fight rust and corrosion on its ships. Inspections of ships, aircraft and vehicles are a time-consuming and critical part of keeping the U.S. Navy at top performance so Google Cloud and Simple Technology Solutions (STS) rapidly built an AI-based corrosion-detection and analysis system. The system detected and analyzed corrosion on vessels with 90% accuracy and will eventually be used to automate inspections of vessels, aircraft, and vehicles—saving billions of dollars. Document AI helps a variety of government agencies scale their document processing, reducing the time it typically takes to process enormous amounts of data and related citizen claims.
Successful adoption of AI also depends on the quality of the data. Ultimately, agencies need high-quality enterprise data pipes so that employees and the community trust the system and public sector agencies. Sale described a GSA project that used AI bots to read legal contracts and look for particular phrases that would indicate a specific use case. Previously, an employee would have had to read through the contracts and search for the information. In this way, AI is saving the government both money and time.
4. Creating better experiences for the public. Sale observed that, “trust is the government’s currency and profit motive.” And trust comes when the public can be served with the same modern tools and technology they’re used to – in real-time and with transparency in mind. For example, agencies can provide transparency in public-facing dashboards for programs and supply services that deliver information in real-time through solutions like CCAI.
Trust also requires that constituents feel that government agencies will keep their data safe and secure. The need for a globally secure infrastructure with systems that are up-to-date and designed with security at every level, underpinned by zero-trust enterprise-wide remains paramount – particularly after the series of recent cyberattacks targeting government IT infrastructure.
5. Finding the right technology partner. Government leaders need technology partners who provide a flexible and interoperable platform to integrate existing investments and maximize technical value. Historically, public sector agencies have largely been forced to adopt private clouds, which has reduced their access to richer features, and hindered their ability to adopt a full range of security and product capabilities. The right partner won’t require government leaders to compromise on functionality or service availability to achieve compliance. The right partner can harness the power of emerging technology to make it Government-ready and the true promise of cloud– the access and integration of open data– to make missions more powerful and impactful for the constituencies they serve.
Google Cloud’s BeyondCorp Framework Helps Govts Adopt Zero Trust Approach to Security

For more than a decade, Google has applied a Zero Trust approach to most aspects of our operations. Zero Trust’s core tenet–that implicit trust in any single component of a complex, interconnected system can create serious security risks–is fundamental to how we operate and build our security architecture.
Early in our security journey, we realized that despite our best efforts user credentials would periodically fall into the hands of malicious actors. This is why we developed the BeyondCorp framework. We needed additional layers of defense against unauthorized access that would not impede user productivity. We also understood that software that interacts with the larger world should not have a perimeter-based trust model. These realizations led to the layered protection in our BeyondProd framework, which extends the Zero Trust paradigm to our production workloads.
Earlier this year, the United States Office of Management and Budget (OMB) released a Federal Strategy to Move the U.S. Government Towards a Zero Trust Architecture. This marks an important step for the U.S. government’s efforts to modernize under Executive Order 14028 on Improving the Nation’s Cybersecurity. In parallel, guidance from the United Kingdom’s National Cyber Security Center (NCSC) has also called for the move to a Zero Trust approach to security and outlined in 2021 its report on Zero Trust architecture design principles.
Adopting a Zero Trust approach can help organizations inside and outside the public sector stay ahead of both regulatory requirements and security threats, but it requires thoughtful planning and execution. Our goal is to bring the best practices for Zero Trust together in one place, leveraging the experiences and knowledge of our existing customers, and Google’s own experience with implementing Zero Trust.
How Google Cloud can help government agencies move toward Zero Trust
Agencies can rely on Google Zero Trust capabilities for remote access, secure collaboration, and boundary security. To better serve the Zero Trust needs of our customers, we introduced BeyondCorp Enterprise in January 2021, a solution that provides Zero Trust secure access to resources and applications in the cloud and on-premises. BeyondCorp Enterprise was built based on years of Google’s own innovation as we implemented Zero Trust globally for ourselves. It leverages the Chrome browser and Google’s global network, and it offers integrated real-time threat and data protection.
Here are five ways BeyondCorp Enterprise can be applied to help organizations adopt the Zero Trust cybersecurity principles set forth in the recent White House memorandum (M-22-09) and other global government guidance for Zero Trust.
- Enable enterprise applications to be used over the public internet: It’s no secret that VPN usage poses daily burdens and long-term challenges for IT and cybersecurity managers, as well as end-users. BeyondCorp Enterprise provides users with seamless and secure access to web applications (including SaaS apps and apps hosted on any cloud), plus central management controls and threat and data protection capabilities, all built-in to the Chrome browser. Through BeyondCorp Enterprise, end-users can access applications simply and still benefit from enterprise-grade security, without sacrificing their productivity or user experience.
- Leverage phishing-resistant MFA to access secure resources: Many cyberattacks start with phishing messages that lead users to infected websites and attempt to steal credentials. The use of phishing-resistant MFA, as recommended by M-22-09, can protect personnel from sophisticated online attacks. BeyondCorp Enterprise supports strong phishing-resistant authentication, by allowing factors such as Titan Security Keys to be used as attributes in access policies that are enforced at the application layer. Organizations can customize how to incorporate phishing-resistant MFA methods into their access policies for individual applications and resources. Phishing protection is also built into the Chrome browser, powered by Google Safe Browsing, and these capabilities block access to malicious content, detect phishing sites, prevent malware transfers, and generate reports of unsafe activity, adding even more protection against bad actors.
- Use context-aware authorization: The U.S. federal strategy states that a Zero Trust architecture should incorporate more granularly and dynamically defined permissions and that every request for access should be evaluated to determine whether it is appropriate. With context-aware authorization, organizations can build and customize access policies to include different contextual signals about a user including their role, their location, and even the time of day. Every interaction between a user and a BeyondCorp-protected resource is evaluated in real-time against the resource’s access policy to ensure users are and remain authorized to access it, with continuous authorization for all interactions at a per request level.
- Incorporate device-level signal into authentication: At Google, we believe that trust must be granted based on what is known about a user’s identity and their device. We are pleased that OMB similarly recommends that authentication incorporate at least one device-level signal alongside identity information. Since BeyondCorp Enterprise supports device-level attributes without requiring users to install agents, this can be done easily by leveraging the Endpoint Verification extension in the Chrome browser, where administrators can gather endpoint security posture information and easily construct and implement granular resource access policies. The ability to collect and utilize this information through an agentless approach is especially helpful for BeyondCorp Enterprise customers who support a workforce with bring-your-own-device policies or unmanaged devices.
- Include the extended workforce in your Zero Trust strategy: A Zero Trust approach aimed to provide secure access to the right users, at the right time, and for the right purposes should be inclusive of all users, not just full-time staff. Government agencies rely on contractors and partners to carry out many important missions. Unfortunately, the extended workforce is often more vulnerable to attacks if they are given too much privileged access or if their security practices are not properly assessed before access is provisioned. At the same time, federal administrators can’t always manage third-party devices or software directly, which can make secure access challenging.
BeyondCorp Enterprise supports a feature called protected profiles, an ideal solution for granting Zero Trust access to the extended workforce. It enables users to securely access resources from unmanaged devices and be protected by the same security capabilities without needing to install agents. Furthermore, administrators can gain visibility into risky activities and view any security events that are generated from within protected profiles.
Applying the NCSC Zero Trust principles on Google Cloud
Last year, the U.K. government’s NCSC launched its Zero Trust architecture design principles to help organizations securely adopt a Zero Trust architecture. To help private and public sector organizations in the U.K., the Google Cybersecurity Action Team (GCAT) released a detailed research paper that outlines how organizations can leverage Google Cloud technologies and services to align with these principles. This is a technical guide aimed at enterprise and security architects charged with developing and executing a Zero Trust strategy under the principles outlined by the NCSC, including:
- Know your architecture, including users, devices, services and data with Google Cloud Professional Services Organization (PSO) who can support discovery, planning and risk mitigation.
- Know your User, Service and Device identities including reference architectures for Cloud Identity.
- Assess your user behavior, device and service health by leveraging built in reporting from Google Cloud and Chronicle.
- Use policies to authorize requests with BeyondCorp Enterprise policy-based authorization.
- Authenticate & Authorize everywhere by reviewing the BeyondCorp and BeyondProd frameworks which combine to deliver ubiquitous authentication and authorization.
- Focus your monitoring on users, devices and services with device management and Cloud native monitoring capabilities.
- Don’t trust any network, including your own. Review details on Google’s Secure by Design infrastructure.
- Choose services designed for Zero Trust. Review how to protect modern and legacy applications with BeyondCorp.

Grocery shopping has changed for good and Ocado Group has played a major role in this transformation. We started as an online supermarket, applying technology and automation to revolutionise the online grocery space. Today, after two decades of innovation, we are a global technology company providing state-of-the-art software, robotics, and AI solutions for online grocery. We created the Ocado Smart Platform, which powers the online operations of some of the world’s most forward-thinking grocery retailers, from Kroger in the U.S. to Coles in Australia.
With the global penetration of the Ocado Smart Platform and the increasing complexity of our operations, we’re paying close attention to our security estate. To proactively identify and tackle any security vulnerabilities, we decided to introduce Google Cloud’s Security Command Center (SCC) Premium as our centralized vulnerability and threat reporting service.
Gaining consolidated visibility into Ocado’s cloud assets
From the start, we were impressed with the speed of deployment and security findings surfaced with SCC. Where it would take several weeks in the past with other software vendors, we were able to quickly set up SCC in our environment and we could immediately start identifying our most vulnerable assets.
Today, we use SCC to detect misconfigurations and vulnerabilities across hundreds of projects throughout our organization and we use it to get an aggregated view of our security health findings. We filter the findings and then use Pub/Sub or Cloud Functions to send alerts directly to the tools each division is working with, such as Splunk or JIRA. This way, each of our teams can discover and respond to the security findings in their own environment, with SCC acting as the single source of truth for our security-related issues.
Driving autonomy by delegating security findings
Autonomy fuels innovation at Ocado Technology, which is why we want to make our teams as self-sufficient as possible. SCC helps to make our divisions more autonomous from the central organization. It delivers all the security insights technology teams need to make smart decisions on their own and at pace.
Here’s where SCC’s delegation features providing folder and project level access control come in. The platform’s fine-grained access control capabilities enable us to delegate SCC findings to specific teams, without having to give them a view of the entire Ocado Technology organization. Business units no longer need to contact us in the security team to track down vulnerabilities, they can do it themselves in a compliant and secure manner. It makes our work more efficient and autonomous, allowing everyone to focus on their own areas of expertise and environments.
Identifying and remediating multiple medium and high vulnerabilities
SCC’s findings are very rich and don’t end with the identification of the potential misconfigurations and vulnerabilities. It goes beyond this, recommending solutions to resolve any issues and providing clear guidelines on next steps. That’s why the feedback from our users across the organization has been so good.
SCC delivers on both quality and quantity. Since implementation, it has helped us identify and remove hundreds of medium and high vulnerabilities from our Google Cloud estate. The number of security related findings have also gone down each quarter, indicating real and tangible improvements in our security posture. SCC is so useful in maintaining our security posture as once we know where the issues are, tackling them is easy.
From 8-hour security scans to instant insights
One particular issue we’ve been able to handle well with SCC are vulnerabilities targeting the Apache logging system Log4j. SCC informed us about attempted compromises, active compromises, or the vulnerability exposure of our Dataproc images. During Log4j response, all these would have been otherwise very hard to track down, especially with limited resources. With SCC, we were able to leverage the security expertise of Google Cloud to identify the latest vulnerabilities, based on the most up-to-date security trends, and act on them quickly.
Obviously, speed is of the essence when it comes to threat mitigation and SCC has enabled us to fix issues faster, making us less exposed to outside threats. In the past, just scanning everything once could take up to eight hours. SCC sped things up from the start and findings have been nearly instantaneous since it rolled out real-time Security Health Analytics.
Strengthening compliance and demonstrating standards to stakeholders
SCC helps us to achieve better compliance standards, and demonstrate these standards to our stakeholders. We recently ran an internal audit exercise across the Ocado Technology organization, for example, where we identified the projects with the most numerous and severe security-related findings. Without the reports from SCC, this would have been extremely hard or even impossible.
We also use the Security Health Analytics information from SCC to visualize the data per project, creating a kind of heat map of security across the organization. This helps us assign our resources to the right projects and prioritize our efforts accordingly, informing our strategic decisions.
From top-down to a developer-led security
There’s been a paradigm shift in security operations, and things are moving from a top-down approach to a more developer-led and autonomous process. SCC helps drive that change at Ocado Technology. It enables us to place the responsibility for security-related issues closer to the resource owners. By making sure that the teams most impacted by a potential problem are the ones who get to fix it, we empower teams to resolve issues proactively and efficiently.
Looking forward, we can’t wait to see SCC evolve further. One of the features we’re most excited about is the ability to create custom findings (currently in preview) and additional integration capabilities that enable automation. We’re still not using everything SCC has to offer, but it is already a vital tool for our security team.
