Scaling Virtual Support in the Pandemic Era: The AI Connection
Since the early days of the pandemic, we’ve partnered with government organizations and academic institutions to serve communities at scale with Contact Center Artificial Intelligence (CCAI). I sat down with Bill MacKenzie, IT liaison for the Upper Grand School District in Ontario, and Marco Palermo, director of digital government and modernization, to discuss how they embraced CCAI to introduce scalable service delivery to residents and students alike. Upper Grand School District: Answering questions with speed and accuracy
Bill MacKenzie described the Upper Grand School District’s struggles at the beginning of the pandemic, particularly helping parents with IT issues. The staff-oriented help desk was not equipped to assist parents trying to securely login for students as young as kindergarten. Without sufficient support for parents, the District was struggling to handle thousands of phone calls a day.
To alleviate the manual strain, they turned to Quantiphi, a Google Cloud partner, to implement Google Cloud Dialogflow. They were fully functional within a few weeks. The new website provided real-time responses as well as clear documentation to help parents get up and running quickly.
“In the first 10 days, we had over 5,000 hits, and the accuracy rate was 92%,” MacKenzie said.
The district doesn’t know what the future holds, but now that they have been through the process, they are confident they now understand how to create their own bots to meet critical needs.
City of Toronto: Getting critical information to the community
Marco Palermo explained how the city of Toronto was facing a very rapid and fluid situation at the beginning of the pandemic. Getting information to constituents was extremely important, and they needed alternative channels to deliver that information.
Toronto has been committed to workforce equity and inclusivity in order to best represent the diversity of its residents. As a result, solutions had to be accessible to all. The bot handled 25,330 unique users and addressed 20,174 total questions with an 80% accurate response rate in the first four months. It’s been a huge success for the city, with plans to expand its capabilities.
Personalized response to the pandemic challenge
I noted that even before the pandemic, government leaders were asking for a way to provide more flexible personal experiences and better support outside of normal business hours. Around 60% of constituents want more self-service options and 75% would happily interact with digital resources if they could get the answers they needed.

- Agent Assist AI helps human agents by providing real-time turn-by-turn guidance so they can better serve constituents
- Insight AI determines metrics and trends in real-time to enable faster and more accurate insights
CCAI provides consistency across every application. It can go off-script when answering complex questions, adjusting human conversation with the capacity to handle unexpected stops and starts, odd word choices, or implied meanings. It can also handle multiple use cases for the customer, such as taking payments, updating information, providing information, and more. By allowing agencies to automate routine tasks and reduce the amount of time employees need to dedicate to answering calls, the solution created cost savings for the agency.

How L&T Financial Services Processes 95% of Motorcycle Loans in Less Than Two Minutes
L&T Financial Services is one of the largest lenders in India. India’s demonetization policy in recent years has led to a shift from cash transactions to digital payments. In 2016, the government withdrew 500 and 1000 rupee notes from circulation and encouraged a heavily cash-based population to deposit their canceled notes in banks. Financial institutions needed to pivot to a new way of doing business to stay competitive. L&T Financial Services modernized its IT infrastructure to keep up with changes and capture digital opportunities.
“Working capital is crucial to stimulate growth in rural communities. Our role as a lender is to provide access to funds. We don’t want to burden borrowers with the complexities of getting a loan. Towards this end, digitization is an important step,” says Dinanath Dubhashi, Managing Director and CEO at L&T Financial Services. “Google Cloud helps us streamline service delivery and identify the right customers. By offering the fastest processing time in the industry, we want to be the go-to lender for all customers.”
L&T Financial Services considered multiple cloud providers before choosing Google Cloud. According to Dinanath, Google Cloud understands both the need for businesses to move fast and the need for IT to modernize at different speeds. “We weren’t forced to abandon existing IT systems and migrate lock, stock, and barrel to Google Cloud on day one.”
L&T Financial Services engaged Google Cloud Professional Services to guide its digital transformation journey. The smooth migration from proof of concept to full-scale deployment on Google Cloud took a matter of months.

Digitizing the workforce with G Suite
The move to the cloud at L&T Financial Services started in 2017 when the company introduced G Suite to its 14,500 employees. The legacy email system was cumbersome to use, especially for frontline staff who need email access while they are on the road. Using Gmail, employees can connect with customers and co-workers from anywhere, on any device. Employees save time by scheduling meetings with Calendar, collaborating on Docs, and conducting video calls using Hangouts Meet.
Converting data into credit insights using BigQuery
Taking data intelligence one step further, L&T Financial Services adopts a responsible lending approach by applying algorithm-based data analytics to improve credit standards. Beyond traditional data such as credit score and credit payment history, the company also considers macro-economic indicators for risk audits. For example, a farmer’s ability to pay off the loan of his new tractor depends on a successful planting and harvest. So L&T Financial Services feeds long-term data into BigQuery and runs queries to predict loan defaults based on rainfall and crop yield.

Contact Center AI (CCAI) brings Google’s innovation in conversational AI to solve the most challenging customer service needs while lowering operational costs. More than a thousand customers have deployed CCAI and are steadily turning it on to power their production contact centers.
Today, we’re excited to announce that we’ve made CCAI even stronger with Agent Assist for Chat, now in public preview.
Agent Assist provides your human agents with continuous support during their calls and now chats by identifying the customers’ intent and providing them with real-time recommendations such as articles and FAQs as well as responses to customer messages to more effectively resolve the conversation.

Optus has been using CCAI Dialogflow CX to send queries to virtual agents and sees great potential to use Agent Assist to provide recommendations to their customer support representatives. They expect Agent Assist to help minimize repetitive tasks by providing response and typeahead suggestions, helping improve the efficiency of their agents and the quality and consistency of service they provide.
Another customer, LoveHolidays, is using Agent Assist to support their agents and customers in the travel industry.

Analysts say online chat is becoming one of the most popular ways to reach out to businesses for customer support. IDC research finds that single-function contact centers worldwide are increasingly rare — in 2020, although phone/voice is still responsible for most interactions (at around 18%); email is responsible for around 13% of interactions, and live chat (without automation) is responsible for around 8% of interactions, according to IDC, Toward the AI-Powered Contact Center, Doc # EUR147017320, December 2020.
Deploying CCAI with Agent Assist for Chat
As part of Google’s Contact Center AI suite, Agent Assist provides a seamless handoff from chats managed by your Dialogflow CX virtual agents. If a conversation or customer requires a live agent, Agent Assist will help your team pick it up quickly and drive it to a satisfying resolution.
Historically, when managers saw contact center volumes increase they had two choices: allow customers to wait longer to speak to someone (lowering customer satisfaction) or bring on more agents (increasing cost to serve). Deploying CCAI provides contact center leaders with a third choice: equip agents with tools like, Agent Assist for Chat, to efficiently manage customer interactions while maintaining high quality service.

Machine learning and process automation can drive efficiency with SAP S/4HANA
Customers using SAP S/4HANA can build workflow improvements into all major core processes, such as order entry, invoice creation, asset posting, and many others, helping them to be faster and more efficient in the process. Google Cloud Document AI extracts key elements — including addresses, article numbers, price, quantity, and more — within emails, PDFs, handwritten notes, and other formats.
Integrated automation can drive results for invoice and purchase order processing
An example of the improvements these integrations have made to SAP Build Process Automation is the use of AI, productivity tools, and automation for processing purchase orders. In the past, workers had to manually select relevant orders in their Gmail accounts and extract key data from large PDF files, including the order date, supplier details, article numbers, quantity, unit price, and the total amount. Then, workers would have to enter all of the individual line items one by one into the SAP S/4HANA system.
Today, through SAP’s integrated automation platform, customers can automatically extract and organize data by Google Workspace (Google Sheets, Google Drive, and Gmail) and Document AI. This works by extracting data contained in Gmail attachments, downloading it into Google Drive and extracting fields using Document AI’s pretrained models. The tool then enters the consolidated order information from Google Sheets into SAP S/4HANA. For example, the Canton of Zurich in Switzerland experienced a significant reduction of workload to process compensation forms once the organization implemented this automation. Furthermore, implementing the automation can avoid audit and compliance issues, and improve data quality.

Sales, procurement, finance, and other functions are also able to handle more strategic work that delivers greater value to customers with these SAP and Google Cloud integrations. They’ve also boosted both security and regulatory compliance for customers, including those in the financial services space.
For example, the Google Cloud Document AI technology can process thousands of supply chain invoices, validates and systematically approves them. And, over time, the machine learning and AI components improve the analysis process and ensure that data processed with SAP Build Process Automation is adhering to a company’s best practices and essential regulatory requirements.
SAP and Google Cloud put automation to work
Achieving the most accurate, efficient business processes is possible with an automation framework that embeds collaboration and productivity applications while giving lines of business and IT users access to machine learning technology. How the City of Memphis Uses Technology to Identify 75 Percent More Potholes

At 340 square miles, the City of Memphis is among the largest in the United States in terms of land area. Memphis has over 6,800 lane-miles of city streets, enough to drive back and forth to Los Angeles four times. Keeping these streets well maintained and safe for citizens and visitors is a major priority for the city.
Lots of traffic, lots of roads, and a four-season climate prone to wintertime freeze-thaw-refreeze cycles means the opportunity for potholes. Although the city aims to fill potholes within five business days of notification, it can take longer, especially during winter and early spring. Last year, the city’s Public Works crews repaired some 63,000 potholes, only 20% of which were reported by residents. Approximately 32,000-man-hours each year are spent repairing potholes, with seasonal fluctuations requiring ten to twelve Street Maintenance crews working steadily during the winter months. Still, many went unreported, leading the city to flag pothole request resolution under “needs improvement” on its open data portal website.
Like many large cities, Memphis also struggles with vacant and blighted properties. Nearly 15,000 properties in Memphis are likely vacant, and city officials contend that many are owned by out-of-town investors who live elsewhere and do not take necessary restoration or maintenance steps. These properties can decrease the value of surrounding real estate and discourage new businesses and other residents from moving to an area. Citizen frustration and concerns over the number of blighted properties has made blight eradication a major focus of the City of Memphis.
Historically, residents reported potholes and blighted properties by calling 311, or more recently by using the Memphis 311 app. However, these reports only covered about 20 percent of the problems — often the worst cases. And by the time residents took the initiative to submit a 311 report, they usually weren’t feeling good about the situation.
Recognizing that potholes and vacant properties are often the most visible indicators of whether a city government is doing its job efficiently, Memphis Mayor Jim Strickland and CIO Mike Rodriguez began looking for ways they could apply technology to fix the problems. Mike approached Google for ideas, and Google recommended conducting a machine learning proof-of-concept (POC) with SpringML, a Google Cloud Partner.
“Memphis is focused on easy living, and we want to do everything we can to keep our citizens happy,” says Mike Rodriguez. “Working with Google and SpringML to reduce potholes and urban blight using machine learning and artificial intelligence was an easy decision.”
Bringing machine learning to city operations and budgets
The city’s goal is to detect potholes and abandoned properties by analyzing video footage of roads and residential properties. It wanted to classify potholes by width and depth, and share the information with workers who can repair them. For abandoned properties, it wanted to enable more strategic deployment of resources for homeowners citywide and take action to hold neglectful property owners accountable.
The POC began by training TensorFlow models for ML object detection using preconfigured AI Platform Deep Learning VM Images on Compute Engine. SpringML helped set up cameras and developed a user interface to collect pothole data and automate the 311 ticketing process.
Together, the teams analyzed 30 days of video from a moving city bus and high-resolution video from 360-degree cameras mounted to a code enforcement vehicle, overlaid with data from 311 reports. As the models were refined, accuracy quickly climbed from 50 percent to over 90 percent as models were taught to differentiate a pothole from a manhole cover or other object.
The city also imported routes, potholes, and paving data along with geolocation data from ArcGIS and Google Maps into BigQuery to better understand street conditions and the proximity of potholes to one another. BigQuery also analyzes city property records, tax records, 311 reports, and third-party survey data on-demand to predict where homes are starting to become run down and where neighborhood decay is most likely to occur. The SpringML team created a pilot analysis to begin vacant property protections and developed a user interface tool to interact with the model’s results.
“Google Cloud Platform made it possible for us to experiment with machine learning and artificial intelligence to help solve our city’s problems while working within the budget constraints of a municipal IT organization,” says Mike. “Google turned a ‘nice to have’ into a ‘let’s do this!'”
Identifying 75 percent more potholes
Memphis expects to substantially reduce the number of potholes on its streets, creating a better driving experience for residents and visitors alike. Because drivers won’t be as likely to swerve to miss a pothole, streets will be safer and friendlier to bicycles and scooters. Fewer potholes will also save the city between $10,000 and $20,000 annually in city claims that it pays out in cases where vehicle damage results from a pothole that was not addressed in a timely manner.
“Historically, Public Works has relied primarily upon Street Maintenance crews to proactively locate and fill potholes. As Memphis has over 6,800 lane-miles of public streets, it is a daunting task to reliably survey the entire system in an efficient and systematic way,” says Robert Knecht, Public Works Director for the City of Memphis. “The outcome of the data collected will be invaluable to Public Works so that it can ensure it is managing the city’s street system in a more proactive manner.”
Memphis will be able to better prioritize road maintenance based on condition and impact, increasing the efficiency of its Public Works road crews. Analyzing video of streets also gave the city visibility into issues it wasn’t previously aware of, such as curbs, gutters, and manhole covers that had been mistakenly paved over and need to be excavated. The ML process is easily transferrable to other concerns as well, helping the city identify illegal signs or spools of cable hanging on light posts that could be potentially unsafe.
Helping communities recover and thrive
Memphis is also having success in analyzing predictive trends to combat high rates of abandoned and blighted properties, surpassing 97.5 percent accuracy. “In the past, Public Works experimented with comprehensive, city-wide blight identification by using approximately 200 volunteers to survey and photograph over 237,000 city parcels. This effort was costly, took a long time to complete, and resulted in inconsistent data collection,” says Robert. “Blighted property conditions can change quickly in a city the size of Memphis. Now, with this new technology, Memphis will be able to make a significant difference in the efforts to proactively and comprehensively identify and manage blighted and substandard properties.”
Code Enforcement with better data-driven detection mechanisms enables the city to also identify cases where homeowners are not physically or financially able to keep up with the challenges of homeownership and make them aware of resources that are available to assist them. Memphis Code Enforcement can do a better job of finding people living in derelict properties that pose hazards to inhabitants’ health and safety, and help them fix those problems or find a new place to live.
“Using SpringML and Google Cloud Platform to detect indicators of vacant or blighted properties will help Memphis create safer neighborhoods that will be more attractive to businesses and home buyers,” says Mike. “Property values and employment will go up, crime will go down, and social services can be more focused and effective.”
Revolutionizing service delivery for citizens
Memphis is proving the viability of a cost-effective, cloud-based machine learning model that other cities can follow. The city is already looking into new applications of AI and ML that will further improve city services and help it build a better future for its 652,000 residents.
As part of his commitment to a transparent government, Memphis Mayor Jim Strickland created an open data policy that commits to releasing raw data and sharing it with citizens in a variety of downloadable formats. Going forward, this transparency will help citizens understand how their needs are being served and uncover new, innovative use cases for AI and ML.
“Our goal is to become a smart city, and technologies such as Google Cloud Platform and SpringML put us ahead of the game,” says Mayor Strickland. “Google understands data, and there isn’t a better company to help us analyze our data resources for actionable insights.”
WayFair and Google Cloud Get Together to Raise the Bar on World-class Experience!

On Dec 9th and 10th, Wayfair and Google Cloud came together for the inaugural Wayfair-Google Cloud Machine Learning Hackathon. Wayfair firmly believes that hackathons are a great way to fuel a culture of collaboration and experimentation. To fuel Wayfair’s incredible pace of innovation at scale, it’s team of more than 3,000 technologists is constantly experimenting and taking smart risks. It’s test-and-learn culture empowers everyone to think critically and creatively, and take big swings to raise the bar on its world-class experience.
The Wayfair-Google Cloud Machine Learning Hackathon was all about getting Wayfairians excited about and enabled on new technology. More specifically, this event was a contained test environment for Wayfair innovators to validate AI and ML tools in order to understand how to get better insight from their data. The projects worked on during this hackathon will help Wayfair build new use cases that could impact the business and the end customer in new and productive ways. Google Cloud’s focus for this Hackathon was to enable Wayfairains to harness the power of Machine Learning and AI to enable their own goals around continual improvement and relentless customer focus.
Prior to the event, Wayfair Data Scientists and Machine Learning Engineers who signed up and submitted ideas for the Hackathon were invited to optional Google Cloud enablement and training sessions. Google Cloud set up classrooms in Qwiklabs on topics including, but not limited to, BigQuery, Vertex AI, and Natural Language AI, so that all Hackathon participants could try out new technologies and tools in a learning environment. Google Cloud subject matter experts were available to field any questions Wayfairians had about the use cases they were hacking on.
The Hackathon was a hybrid virtual & physical event that hosted 67+ innovators, 49 of which registered for Google Cloud supported ideas. 15 judges from both Google Cloud and Wayfair oversaw the event. The esteemed list of judges included Steven Conine, Wayfair’s Co-Founder and Co-Chairman who has helped pave the way for the development of practical applications of next-generation technologies like augmented reality. The judges measured and evaluated the success of a project based on the following criteria:
- “Wow Factor”: How innovative is the project?
- Impact: How impactful is the project to Wayfair?
- Polish: How complete is the project?
- Presentation Quality: How clear and consistent is the demo?
The theme of the Hackathon was Machine Learning and AI. Teams were able to collaborate with participants globally, either in-person or virtually, and work together on projects in five categories: Relentless Customer Focus, Always Improving, Google’s Choice, People’s Choice, and Hackers’ choice.
At the end of the two days there were winners in all 5 categories. The Google’s Choice award went to “Entity Extraction for Order Matching”. Team “Project Clippy” was named both Hackers’ Choice and the winners of the Relentless Customer Focus category. See below for the results of the 5 categories:

- Team Customer Causal MetaLeaners worked to build lightweight procedure(s) for computationally distributed, multi-target, customized loss functions to make causal meta-learners more applicable to real-world Wayfair problems.
- Google’s Choice Award:
- Winning Team: Entity Extraction for Order Matching
- Hackers: Roger Bock, Bradley West, Sina Moeini, and Jonathan de Melker Worms
- This team built out a solution to use text models to extract and identify the products that customers purchased from user reviews.
- People’s Choice:
- Winning Team: KNN and ANN on Vertex AI
- Hackers: Santosh Jhingade, Ashrith Marpaka, Nikhil Bhaip, Adam Schulze, and Brandon Sanders
- This team used Vertex AI to expand the impact they can have on suppliers and customers by providing accurate and real-time information of products that match either description or image.
Wayfair leaders reflected on the two days and shared their input.
