In this blog, discover the importance of migrating from traditional VPC Firewall Rules to Network Firewall Policies for enhancing your business's security and scalability. Uncover the top advantages and take steps to future-proof your network.

In the fall of 2022, we announced new policy constructs for Google Cloud Firewall, a scalable, cloud-first firewall service that helps secure traffic flow to and from workloads in Google Cloud, and whose distributed architecture enables simplified, granular control including micro-segmentation. Whereas legacy VPC firewall rules included network tags that were not governed by our IAM infrastructure, Cloud Firewall’s new network firewall policies with IAM-governed tags conform to our hierarchical control model and can help improve security operations. 

We recommend that customers migrate from VPC firewall rules to the newly introduced network firewall policies. To assist with the migration, we developed a migration tool that creates a global network firewall policy and converts existing VPC firewall rules into the new policy.

With Google Cloud’s network firewall policies, we offer rules defined on a per-VPC network basis, either for all regions of the network (global network firewall policies) or a single region (regional network firewall policies). Granular controls enforced at the virtual machine (VM) level using IAM-governed Tags deliver intra-subnet micro-segmentation with pervasive policy coverage that automatically applies to workloads wherever they are deployed, independent of network architecture. 

Network firewall policies allow for: 

  • Batch editing of multiple rules within a single policy, which saves time, simplifies rule management, and eliminates race conditions created by single rule update patterns
  • A single resource to contain all the firewall rule sets applied to a VPC network, making it easy to modify and update the firewall configurations with unified APIs on the single resource
  • Granular IAM controls based on your needs and requirements, such as separate IAM permissions for firewall policy creation, update, and association 
  • Sharing and attaching of firewall configurations across VPC networks in the same project, which simplifies configuration and management

With these increased capabilities, the combination of the new policy structures and the IAM-governed tags can help simplify operations, while achieving more reliable granular control and the implementation of least-privilege policies. 

Going forward, all new enhancements and features for Cloud Firewall will only be supported through firewall policies. Network firewall policies and Tags integration are part of the Cloud Firewall Essentials tier, which is offered to customers at no additional charge. We encourage customers to migrate to network firewall policies to take advantage of future Cloud Firewall product enhancements, such as the Threat Intelligence, FQDN, and geo-location filtering features introduced in the Cloud Firewall Standard tier. Network firewall policy migration tool overview 

The new migration tool helps you convert existing VPC firewall rules into the new policy. This tool does not delete or affect existing VPC firewall rules. Once the new global network firewall policy is created, you can attach the network firewall policy to a VPC. You also have the option to swap the evaluation order of network firewall policies and VPC firewall rules. 

Existing VPC firewall rules can be removed after you confirm the newly created network firewall policy works as intended. The best way to verify this is to enable firewall logging on both the existing VPC firewall rules and the new network firewall policy. After the evaluation order has been swapped to evaluate the new global policy first, you can review the firewall logs to confirm that the new network firewall policy rules are evaluated and hit as intended, and the hit count for the equivalent VPC firewall rules are shadowed and no longer getting hits. Support for the hit count and shadowed rule analysis will also be available in the upcoming release of Firewall Insights. More details can be found in the migration tool guide

You can access the migration tool as a gcloud command. There are two mandatory arguments in this command: (1) the source VPC Network (SOURCE_VPC_NETWORK) and (2) the target network firewall policy (TARGET_NETWORK_FIREWALL_POLICY).

gcloud compute firewall-rules migrate --source-network=SOURCE_VPC_NETWORK –target-firewall-policy=TARGET_NETWORK_FIREWALL_POLICY [OTHER_FLAGS]

Please note, a network firewall policy with the same name cannot exist before running this command, since the migration tool will create it.

Additionally, logging will remain unchanged for any migration, meaning that if a VPC firewall rule has logging turned on, the migration tool will leave it on and if logging is turned off, the migration tool will keep it off.

Google Cloud's Confidential Space has undergone rigorous security testing to ensure the protection of sensitive data. We share how we validated the controls to guarantee the safety of your information. Read now!

We’re pleased to announce that Confidential Space, our new solution that allows you to control access to your sensitive data and securely collaborate in ways not previously possible, is now available in public Preview. First announced at Google Cloud Next, Confidential Space can offer many benefits to securely manage data from financial institutions, healthcare and pharmaceutical companies, and Web3 assets. Today, we will explore some security properties of the Confidential Space system that makes these solutions possible.

Confidential Space uses a trusted execution environment (TEE), which allows data contributors to have control over how their data is used and which workloads are authorized to act on the data. An attestation process and hardened operating system image helps to protect the workload and the data that the workload processes from an untrusted operator.

The Confidential Space system has three core components:

  1. The workload is a containerized image with a hardened OS that runs in a cloud-based TEE. You can use Confidential Computing as the TEE that offers hardware isolation and remote attestation capabilities.
  2. The attestation service, which is an OpenID Connect (OIDC) token provider. This service verifies the attestation quotes for TEE and releases authentication tokens. The tokens contain identification attributes for the workload.
  3. A managed cloud protected resource, such as a Cloud Key Management Service key or Cloud Storage bucket. The resource is protected by an allow policy that grants access to authorized federated identity tokens.

The system can help ensure that access to protected resources is granted only to authorized workloads. Confidential Space also can help protect the workload from inspection and tampering, before and after attestation.

In our published Confidential Space Security Overview research paper, we explore several potential attack vectors against a Confidential Space system and how it can mitigate those threats. Notably, the research notes how Confidential Space can protect against malicious workload operators and administrators, and malicious outside adversaries, who are attempting to create rogue workload attestations.

Through these protections, Confidential Space establishes confidence that only the agreed upon workloads will be able to access sensitive data. The research also highlights some of the extensive security reviews and tests executed to identify potential weak points in the system, including domain expert reviews, meticulous security audits, and functional and fuzz testing.

We asked the NCC Group for an independent security assessment of Confidential Space to analyze its architecture and implementation. NCC Group leveraged their experience reviewing other Google Cloud products to dig deep into Confidential Space.

The NCC Group’s extensive review, which included penetration testing and automated security scanning, found zero security vulnerabilities. In their report, the architecture review highlights how the security properties are achieved through the coordination of measured boot with vTPM attestation, reduced attack surface with constricted administrator controls and access, workload measurement and enforced launch policy, and resource protection policy based on attested workload runtime properties.


The combination of these attributes creates powerful security properties, gating release of data on runtime measurements of the actual workload code and environment instead of just user and service account credentials. Confidential Space provides a platform that includes:

  • A dependable workload attestation, including workload code measurement, arguments and environment, and operating environment claims
  • A fully-managed attestation verification service that validates expected environmental attestation claims
  • A policy engine allowing for arbitrarily complex (or extremely simple) policy to be created around those claims
  • A mechanism to attach those policies to Google Cloud resources

Together, the platform provides a mechanism where one can ensure that their data is only ever released into trusted workloads that will not abuse that data.

Availability of Ubuntu Pro images is especially important if you’re an Ubuntu 16.04 LTS customer and want extended security maintenance (ESM) for your virtual machines but don’t want to upgrade to Ubuntu 18.04 LTS or Ubuntu 20.04 LTS versions immediately. ESM is included with Ubuntu Pro 16.04. You can move your workloads from Ubuntu 16.04 LTS VM instances to Ubuntu Pro 16.04 instances to continue receiving ESM and all the above-mentioned benefits, without having to test your applications on a new version of the OS.

Highmark & Google’s Secure-by-design Technique to Bring the Living Health Solution to Life

In an industry as highly regulated as healthcare, building a single secure and compliant application that tracks patient care and appointments at a clinic requires a great deal of planning from development and security teams. So, imagine what it would be like to build a solution that includes almost everything related to a patient’s healthcare, including insurance and billing. That’s what Highmark Health (Highmark)—a U.S. health and wellness organization that provides millions of customers with health insurance plans, a physician and hospital network, and a diverse portfolio of businesses–decided to do. 

Highmark is developing a solution called Living Health to re-imagine healthcare delivery, and it is using Google Cloud and the Google Cloud Professional Services Organization (PSO) to build and maintain the innovation platform supporting this forward thinking experience. Considering all the personal information that different parties like insurers, specialists, billers and coders, clinics, and hospitals share, Highmark must build security and compliance into every part of the solution. 

In this blog, we look at how Highmark Health and Google are using a technique called “secure-by-design” to address the security, privacy, and compliance aspects of bringing Living Health to life.

Secure-by-design: Preventive care for development

In healthcare, preventing an illness or condition is the ideal outcome. Preventive care often involves early intervention—a course of ideas and actions to ward off illness, permanent injury, and so on. Interestingly, when developing a groundbreaking delivery model like Living Health, it’s a good idea to take the same approach to security, privacy, and compliance. 

That’s why Highmark’s security and technology teams worked with their Google Cloud PSO team to implement secure-by-design for every step of design, development, and operations. Security is built into the entire development process rather than waiting until after implementation to reactively secure the platform or remediate security gaps. 

It’s analogous to choosing the right brakes for a car before it rolls off the assembly line instead of having an inspector shut down production because the car failed its safety tests. The key aspect of secure-by-design is an underlying application architecture created from foundational building blocks that sit on top of a secure cloud infrastructure. Secure-by-design works to ensure that these building blocks are secure and compliant before moving on to development.

The entire approach requires security, development, and cloud teams to work together with other stakeholders. Most importantly, it requires a cloud partner, cloud services, and a cloud infrastructure that can support it. 

Finding the right cloud and services for secure-by-design 

Highmark chose Google Cloud because of its leadership in analytics, infrastructure services, and platform as a service. In addition, Google Cloud has made strategic investments in healthcare interoperability and innovation, which was another key reason Highmark decided to work with Google. As a result, Highmark felt that Google Cloud and the Google Cloud PSO were best suited for delivering on the vision of Living Health—its security and its outcomes. 

“Google takes security more seriously than the other providers we considered, which is very important to an organization like us. Cloud applications and infrastructure for healthcare must be secure and compliant,” explains Highmark Vice President and Chief Information Security Officer, Omar Khawaja. 

Forming a foundation for security and compliance

How does security-by-design with services work? It starts with the creation and securing of the foundational platform, allowing teams to harden and enforce specified security controls. It’s a collaborative process that starts with input from cross-functional teams—not just technology teams—using terms they understand, so that everyone has a stake in the design. 

A strong data governance and protection program classifies and segments workloads based on risk and sensitivity. Teams build multiple layers of defense into the foundational layers to mitigate against key industry risks. Google managed services such as VPC Service Controls help prevent unauthorized access. Automated controls such as those in Data Loss Prevention help teams quickly classify data and identify and respond to potential sources of data risk. Automation capabilities help ensure that security policies are enforced.

After the foundational work is done, it’s time to assess and apply security controls to the different building blocks, which are Google Cloud services such as Google Kubernetes EngineGoogle Compute Engine, and Google Cloud Storage. The goal is to make sure that these and similar building blocks, or any combination of them, do not introduce additional risks and to ensure any identified risks are remediated or mitigated. 

Enabling use cases, step by step

After the foundational security is established, the security-by-design program enables the Google Cloud services that developers then use to build use cases that form Living Health. The service enablement approach allows Highmark to address complexity by providing the controls most relevant for each individual service. 

For each service, the teams begin by determining the risks and the controls that can reduce them. The next step is enforcing preventive and detective controls across various tools. After validation, technical teams can be granted an authorization to operate, also called an ATO. An ATO authorizes the service for development in a use case.

For use cases with greater data sensitivity, the Highmark teams validate the recommended security controls with an external trust assessor, who uses the HITRUST Common Security Framework, which maps to certifications and compliance such as HIPAANISTGDPR, and more. A certification process follows that can take anywhere from a few weeks to a few months. In addition to certification, there is ongoing monitoring of the environment for events, behavior, control effectiveness, and control lapses or any deviation from the controls.

The approach simplifies compliance for developers by abstracting compliance requirements away. The process provides developers a set of security requirements written in the language of the cloud, rather than in the language of compliance, providing more prescriptive guidance as they build solutions. Through the secure-by-design program, the Highmark technology and security teams, Google, the business, and the third-party trust assessor all contribute to a secure foundation for any architectural design with enabled Google Cloud services as building blocks. 

Beating the learning curve 

Thanks to the Living Health project, the Highmark technology and security teams are trying new methods. They are exploring new tools for building secure applications in the cloud. They are paying close attention to processes and the use case steps and, when necessary, aligning different teams to execute. Because everyone is working together collaboratively toward a shared goal, teams are delivering more things on time and with predictability, which has reduced volatility and surprises. 

The secrets to success: Bringing everyone to the table early and with humility

Together, Highmark and Google Cloud PSO have created over 24 secure-by-design building blocks by bringing everyone to the table early and relying on thoughtful, honest communication. Input for the architecture design produced for Highmark came from privacy teams, legal teams, security teams, and the teams that are building the applications. And that degree of collaboration ultimately leads to a much better product because everyone has a shared sense of responsibility and ownership of what was built. 

Delivering a highly complex solution like Living Health takes significant, more purposeful communication and execution. It is also important to be honest and humble. The security, technology, and Google teams have learned to admit when something isn’t working and to ask for help or ideas for a solution. The teams are also able to accept that they don’t have all the answers, and that they need to figure out solutions by experimenting. Khawaja puts it simply, “That level of humility has been really important and enabled us to have the successes that we’ve had. And hopefully that’ll be something that we continue to retain in our DNA.”

Detect suspicious transactions with Fraud Detection

How Google Meet Keeps Your Video Conferences Secure

In a world where video conferencing and collaboration tools are getting a bad name for their lack of security, Google Cloud's G Suite and Google Meet stand out for their security, resilience, and being compliant.

All over the world, businesses, schools and users depend on G Suite to help them stay connected and get work done. Google designs, builds, and operates our products on a secure foundation, aimed at thwarting attacks and providing the protections needed to keep you safe. G Suite and Google Meet are no exception.

Google Meet’s security controls are turned on by default, so that in most cases, organizations and users won’t have to do a thing to ensure the right protections are in place. Here, we’ll summarize the key capabilities of Google Meet that help protect you.

Proactive protections to combat abuse and block hijacking attempts

Google Meet employs an array of counter-abuse protections to keep your meetings safe. These include anti-hijacking measures for both web meetings and dial-ins. 

Google Meet makes it difficult to programatically brute force meeting IDs (this is when a malicious individual attempts to guess the ID of a meeting and make an unauthorized attempt to join it) by using codes that are 10 characters long, with 25 characters in the set. We limit the ability of external participants to join a meeting more than 15 minutes in advance, reducing the window in which a brute force attack can even be attempted. External participants cannot join meetings unless they’re on the calendar invite or have been invited by in-domain participants. Otherwise, they must request to join the meeting, and their request must be accepted by a member of the host organization. 

In addition, we’re rolling out several features to help schools keep meetings safe and improve the remote learning experiences for teachers and students, including:

  • Only meeting creators and calendar owners can mute or remove other participants. This ensures that instructors can’t be removed or muted by student participants.
  • Only meeting creators and calendar owners can approve requests to join made by external participants. This means that students can’t allow external participants to join via video, and that external participants can’t join before the instructor.
  • Meeting participants can’t rejoin nicknamed meetings once the final participant has left. This means if the instructor is the last person to leave a nicknamed meeting, students can’t join later without the instructor present.

Secure deployment and access controls for admins and end-users

To limit the attack surface and eliminate the need to push out frequent security patches, Google Meet works entirely in your browser. This means we do not require or ask for any plugins or software to be installed if you use Chrome, Firefox, Safari, or Microsoft Edge. On mobile, we recommend that you install the Google Meet app. 

To help ensure that only authorized users administer and access Meet services, we support multiple 2-Step Verification options for accounts that are secure and convenient. These include hardware and phone-based security keys and Google prompt. Additionally, Google Meet users can enroll their account in our Advanced Protection Program (APP), which provides our strongest protections available against phishing and account hijacking and is specifically designed for the highest-risk accounts. 

For G Suite Enterprise and G Suite for Education customers, we offer Access Transparency, which logs any Google access to Google Meet recordings stored in Drive, along with the reason for the access (support team actions that you might have requested, for example). Customers can also use data regions functionality to store select/covered data of Google Meet recordings in specific regions (i.e. US or Europe). 

Secure, compliant, and reliable meeting infrastructure 

In Google Meet, all data is encrypted in transit by default between the client and Google for video meetings on a web browser, on the Android and iOS apps, and in meeting rooms with Google meeting room hardware. Meet adheres to IETF security standards for Datagram Transport Layer Security (DTLS) and Secure Real-time Transport Protocol (SRTP). For every person and for every meeting, Meet generates a unique encryption key, which only lives as long as the meeting, is never stored to disk, and is transmitted in an encrypted and secured RPC (remote procedure call) during the meeting setup.

  • Incident management: We have a rigorous process for managing data and security incidents that specifies actions, escalations, mitigation, resolution, and notification of any potential incidents impacting customer data.
  • Reliability: Google’s network is engineered to accommodate peak demand and handle future growth. Our network is resilient and engineered to accommodate the increased activity we’ve seen on Google Meet.
  • Transparency: At Google Cloud, we’re clear about our commitments regarding customer data: we process customer data according to your instructions; we never use customer data for advertising purposes; and we publish the locations of our Google data centers, which are highly available, resilient, and secure.
