Google Cloud Modernized Wisconsin Department of Workforce Development to Process 150K+ Unemployment Claims Per Week

When confronted with challenges, resilient organizations adapt and innovate to address changing customer needs. Through its partnership with Google Cloud, the Wisconsin Department of Workforce Development exemplifies this evolutionary approach.
Just a few months ago, challenges created by the antiquated unemployment insurance (UI) system threatened the agency’s ability to serve constituents who lost their jobs during the pandemic. Now, and in the months ahead, that continuing evolution will transform how the DWD serves its constituents with the modernization of their UI system, which includes customer experience workflows, predictive analytics, and streamlining and expediting paper applications.
Like many workforce development agencies nationwide, last year, DWD experienced a deluge of claims filed in response to the COVID-19 economic fallout. Unfortunately, DWD’s legacy UI infrastructure — largely written in the COBOL computing language and hosted on a mainframe server – was no match for the volume and complexity of cases. Wisconsin’s multiple technology systems required a large amount of manual processing, with staff using spreadsheets to manually calculate benefit adjustments. As a result, the state just couldn’t keep up with the surge of claims, and it needed to pivot quickly to a new solution to keep up with demand.
DWD initially responded by staffing up call centers, hiring UI application adjudicators, and deploying other personnel–all told, hiring, contracting with, or reassigning more than 1,300 individuals. However, while this enabled DWD to respond to approximately 7 million calls per month, the massive number of incoming claims surged to create a backlog of more than 750,000 claims. Legacy technology issues continued to significantly slow the query-response time.
DWD leaders recognized that staffing alone was not the solution and that innovation was needed to overcome past, inadequate IT investment. To address the inherited issues, Wisconsin turned to Google Cloud. Working together, we were able to scale the state’s response to claims and speed up overall response time. We were also successful in screening out fraudulent claims so that the UI program could be administered–with integrity–to Wisconsinites who needed financial assistance.
Year-to-date, Wisconsin has now disbursed $2 billion in unemployment benefits, in addition to successfully clearing its entire 2020 UI backlog. As a result of our partnership, the state is now processing an average of 157,000 claims each week and releasing most payments to citizens within two to three business days. Before the new system was in place, the response time could be weeks or even months.
Here is how Wisconsin and Google Cloud are modernizing the state’s current legacy system through a modular approach:
- Artificial intelligence (AI)/ machine learning (ML) for predictive analytics: Through the use of Google AI/ML, the state is creating predictive analytics based on historical data to shorten adjudication decision-making for UI claims, enabling it to release payments to eligible claimants faster. Comprehensive data models and confidence scores analyze the backlog data to determine the shortest route to approval and payments, with a high level of confidence and accuracy. DWD is using Google Cloud technology to identify where in the process the claimant was getting stuck in one of the “hold buckets” for processing a UI claim. Using Google Cloud’s data and AI/ML tools, Wisconsin is able to identify problem areas and quickly resolve those issues. This informed DWD’s rewrite of the UI claim application process. And it also helped DWD identify fraudulent claims.
- Document AI (DocAI) for streamlining paper applications: DWD is also partnering with Google Cloud to streamline paper applications and fax documents as part of UI claims processing–enabling documents to be submitted online instead of by fax or hard-copy mail. Our DocAI solution helps Wisconsin staff make faster decisions by rapidly extracting critical data from documents, saving time, and removing manual processes, which allows employees to focus on high-priority activities.
These modernization steps in Wisconsin are resulting in a bold new vision for state unemployment systems across the United States. Through a combination of design thinking, deep partnership with state officials, and modern technology, DWD’s solutions are tailored to maximize benefits to the constituents they’re designed to serve. By joining forces with Google Cloud and utilizing modernizing technology to make informed, data-driven decisions, Wisconsin DWD is helping residents have a better experience that is easier to understand and navigate–all while better serving the community overall.

We believe that addressing these use cases with large language models (LLMs) will usher in a major leap in productivity in enterprise development. Duet AI uses Codey, a family of code models built on PaLM 2.
Developers continuously seek ways to improve their productivity and, over the past few decades, these efforts have resulted in massive productivity leaps due to technological changes. From advanced debuggers and online developer communities, to modern IDEs/notebooks and cloud computing, each advance brought massive changes in productivity. Despite these improvements, developers still face numerous challenges, some of which are unique to cloud development:
- Disruptive context switching and friction when integrating a new tool or service
- Excessive time spent on repetitive tasks
- Time required to understand a new code base or project
- Large cognitive workload when working on large code bases or complex APIs
Duet AI for developers focuses on challenges and tasks across the development lifecycle:
Code/Boilerplate Generation — Developers can describe the tasks they have in mind as a comment or function name, such as creating a Cloud Pub/Sub topic. Duet AI will generate a reference implementation that can be reviewed and modified, so developers don’t need to spend time reading through multiple documentation pages.

Inline Code Completion — To reduce the time spent on repetitive tasks and minimize the cognitive workload of tasks such as writing repetitive code or retrieving variable names, Duet AI provides intelligent, context-aware code completion, helping reduce the time spent on coding and enhancing the quality of the written code.
Enterprise Customization — Organizations frequently have massive code bases and specific recommended frameworks and best practices, which generic code assistance solutions may not be best positioned to support. With Vertex AI, developers will be able to tune and customize the underlying models and connect them to the Duet AI experience, allowing for assistance optimized to the needs of the organization.
Code Explanation — Developers spend significant time and effort reading and understanding code written by their peers or external contributors. To help assist in this process, Duet AI for code assistance provides an “Explain this code” option available whenever a developer selects their code, allowing them to more quickly understand, map, and navigate unfamiliar code bases.

Code security guardrails — Code generated by Duet AI can also be scanned for vulnerable dependencies via Source Protect, helping surface known public vulnerabilities impacting code, along with suggested fixes when available, bringing additional security.

CCAI encompasses a comprehensive set of offerings to address the needs of the contact center.
In 2022, we launched Contact Center AI Platform, our AI-first, mobile-first, user-first contact center as a service (CCaaS), providing AI-powered experiences, CRM-centered design and deployment flexibility in a single platform without the need for multiple providers. Contact Center AI Platform auto-scales on the backend, with capacity for up to 100k concurrent users on a single tenant. It also offers multi-provider voice resiliency with global low-latency routing for best possible call quality and is optimized for enhanced customer/business data security, reduced downtime, and increased agent productivity. Segra, one of the largest independent fiber infrastructure bandwidth companies in the Eastern U.S., is leveraging CCAI Platform to reimagine their customer experience through predictive flows for common experiences and greatly expanding their channels for customer interaction.
CCAI also includes Dialogflow for building virtual agents, enabling businesses to meet their customers across multiple channels. It offers robust, flexible self-service voice and chat interactions that are just as natural as a live agent. Dialogflow enables both a great customer experience and a cost-effective way to scale services.

The first stage starts with efficiency basics in the first week that include transcription and summarization. The second stage covers automation basics within six months using Agent Assist and Insights. The final stage is full automation within a year with industry use cases and pre-built components. All of this leads to higher agent efficiency, improved customer satisfaction and increased containment.
As we look forward to the rest of 2023 and beyond, elevating the customer experience through user-first design, AI-first capabilities and accelerating time-to-value will be our north star. We plan to announce exciting new capabilities over the next few months to enable that vision to become a reality for many more organizations.

If you’re anything like me, you love reading, but also appreciate that sometimes your eyes need to be doing other things; whether it’s finding your exit off the highway, or keeping your puppy from destroying the couch.
And sometimes the thought of sitting down to read something just feels like it’s going to take valuable multi-tasking time away from my day. I know, I know, multitasking can be frowned upon, but it’s the way I live a good chunk of my life, and it’s working out so far. And while I’m not alone in my multitasking, I’m also not alone in my desire for a non-visual way to get this content, or any content.

Google Cloud Reader is a podcast that lets you listen to the Google Cloud Blog posts that aren’t as dependent on visuals. This means they’re articles that are, or are adapted to be, less focused on graphs, or code samples, and instead describe the meaning behind those visual aids.
It’s an easy, audible way to absorb content around all things new in Cloud, while still being able to make sure Ruthie doesn’t eat my work from home equipment.

So by now you’re probably thinking “OK, so you started a podcast during the pandemic, even though you definitely seemed like the type to start making sourdough”—and you’re right. My 53 plants agree with you. But rest assured, one can listen to an episode of this podcast *while* creating a macramé plant hanger, or waiting for bread to rise—multitasking, am I right?
