How AI-powered ML Models Helps Run Unemployment Claims Verification at Scale

With unemployment application submissions reaching record numbers over the past year, state and local agencies in the United States have faced the challenge of processing unprecedented numbers of claims per week. The digital infrastructure most agencies have in place is unable to handle this volume, resulting in constituents waiting longer, and bad actors taking advantage of vulnerable systems. The Department of Labor Inspector General estimates that $63 billion in claims distributed is either an improper payment or fraud.
Validating claims also requires secure data sharing with other agencies for document and identity verification. Government leaders need a way to allow case adjudicators to quickly and confidently release backlogged claims, integrate with existing systems, and segment legitimate claims from potentially fraudulent ones — all within limited government budgets — securely and at scale.
Implementing a fraud detection solution on Google Cloud
States were under pressure to release payments, while also filtering out potentially fraudulent claims. SpringML and Google Cloud developed a framework to give adjudicators a reliable verification process that quickly filters potentially fraudulent claims, while processing the remaining claims so benefits reach citizens in a timely manner. SpringML and Google Cloud, applied AI-powered machine learning models to detect anomalous patterns in large datasets. Using Google Cloud tools, SpringML implemented a solution to streamline workflows, improve efficiencies, automate processes and identify potentially fraudulent claims.
SpringML used a variety of Google Cloud products to deliver a fraud detection solution, including:
- Google Cloud Storage to store and manage data
- BigQuery to store tabular data and BigQuery Machine Learning (BQML) to conduct machine learning on that data
- AutoML solutions to build predictive models and risk scoring
- Visualization tools such as Looker and Data Studio to present data and help government leaders make informed decisions.
Implementing machine learning to detect improper payments allows agencies to classify claims as “fraud” or “not fraud” based on the number of flags, as well as prioritize the most urgent claims. Deploying intelligent virtual agents to handle frequently asked questions meant that live agents could focus their time on more challenging cases.
Even once the pandemic is behind us, there will be bad actors trying to take advantage of overwhelmed or legacy systems. We’ve identified a few best practices for agencies managing enormous case loads and looking to improve improper payment analytics:
- Move your systems to the cloud. Many on-premises legacy systems can’t update their applications and scale to meet the volume of claims. Moving to a cloud environment enables rapid solution deployment and ingestion of large amounts of data without fear of overloading the system. The cloud scales with you–cost-effectively and securely.
- Understand patterns in the data. The answer is always in the data — we used deep analysis to help uncover suspicious patterns in large data sets. We implemented unsupervised machine learning to learn behaviors and create configurable rules that adjust to new information that comes into the system. We can uncover patterns that are likely associated with fraud – ones that a human might have missed.
- Use AI/ML tools to automate your existing systems and teams. These tools enable humans to work smarter and more efficiently. We automate anomaly detection and create dashboards for adjudicators to rapidly process claims. We are enabling the Wisconsin Department of Workforce Development by implementing automatic calculations and processing of recharge amounts, resulting in faster processing times and fewer human errors. Proactive fraud detection and timely calculation of recharge payment allowed DWD to ensure the benefits reached the right individuals.
- Build flexibility into your systems. We discovered that fraud patterns change over time. For instance,flags for fraud during March-May 2020 were vastly different from those we found in June-July 2020. Google Cloud tools make it easy to continually update algorithms to detect patterns and integrate external data sources.
Using Google Cloud tools, we can update digital infrastructure and incorporate machine learning best practices to help organizations efficiently process large volumes of claims and identify high probability fraudulent ones. How Google Cloud Sped up Nuro’s Data Delivery to Engineers and Automated Storage Transfer

Engineers that build last-mile delivery services belong to an elite order, a hallowed subcategory. Delivery customers are incredibly demanding when it comes to speed and convenience, and the services they use must take variables like increased traffic, road conditions, human error, and even driver availability into account every day.
Nuro is a company with a new approach to delivery services. Nuro has a fleet of autonomous vehicles designed to address many of the problems related to last-mile delivery. And every day, these vehicles — and their sensors — generate a lot of data before parking for the night. For Nuro engineers, that data can help them understand the impact of new on-road features, make improvements to their vehicles’ software, and ensure even better deliveries for their customers.
For Nuro, the key challenge is how to move petabytes of data as quickly, securely, and easily as possible from their edge environments, like vehicle depots, to Google’s Cloud Storage. For this delivery effort, Nuro selected Google’s Transfer Appliance with its new online transfer capability, now generally available.
Helping Nuro to speed up data delivery from the edge to the cloud
Like many Google Cloud customers, Nuro collects data from remote environments, like vehicle depots, that have different networking and storage capabilities when compared to a traditional data center. For a transfer solution to be effective moving unstructured data from these environments to the cloud, the solution needs to be easy to deploy and automate, while still providing similar performance as a more complicated alternative.
The Transfer Appliance was built for this use case. It arrives to customers as a physical appliance with a preconfigured version of Google’s Storage Transfer Service software already installed. Customers can move files to the appliance by using SFTP or SCP, or, alternately, can mount the appliance as an NFS share and copy target. Data can be stored locally on the appliance or transferred over the network, and secure encryption — at-rest and in-flight — is enabled by default.

With these new appliances, Nuro will be able to automate much of their storage transfer needs. When their autonomous vehicles return to the depot, they can move data like software logs, LIDAR data, and sensor data — all ideal fits for Google’s Cloud Storage — from parked vehicles to the Transfer Appliance. Online transfers can then be performed throughout the day, ensuring a steady stream of valuable data in the cloud for developers to analyze and use in their nightly builds. All of this will help Nuro’s engineering leaders like Jie Pan to run more productive development teams with less operational overhead.
“Our autonomous vehicles generate a tremendous amount of useful data, and our goal is to get that data to our engineers as soon as possible,” said Jie Pan, Engineering Manager at Nuro. “When vehicles return to the depot, we can move data hourly into Cloud Storage over the network. We also have the flexibility to return the Transfer Appliance back to Google Cloud. Most importantly, this rapid transfer architecture gives a meaningful boost to engineering productivity and development velocity.”
Going the extra mile
Engineering and infrastructure leaders understand the value of delivering the right data to the right teams, as fast as possible. By adding preconfigured, over-the-network transfer into a turnkey Transfer Appliance, Google Cloud customers can more easily automate these data deliveries by scheduling regular migrations of on-premises files, objects, and other unstructured data to our Cloud Storage.
As Nuro continues to grow their manufacturing and testing footprint, they plan to use Transfer Appliances to further scale and simplify their data migration from on-premises to Google Cloud. Cutting the time to migrate their data by more than half will make for happier, more productive developers, and that will help Nuro bring us all the future of delivery a little faster.

A global network of regions

With this new region, Google Cloud customers operating in Australia and New Zealand will benefit from low latency and high performance of their cloud-based workloads and data. Today we’re hosting our Retail & Consumer Goods Summit, a digital event dedicated to helping leading retailers and brands digitally transform their business. Let me share a bit more about the topics we’ll discuss in that session.
In retail specifically, digital-first shopping journeys are blurring the lines between the physical and digital brand experience. Shoppers want to know what’s available before they visit your stores, and they expect fulfillment options like curbside pickup. We see this when tracking trends for interest in curbside pickup or in-stock items.

This has left many retailers asking how they can get smarter with their data, tackle the $300 billion dollar problem of “search abandonment,” move faster to create new customer experiences, and do a better job of connecting their employees and customers – with confidence.
Our team has been spending time thinking about how we can rise and succeed in this new era together. We continue to focus on areas where we can bring the best of our capabilities to our retail customers around the world. And we’re focused on ways we can bring the best of what Google has to offer through cloud integrations.
Our goal is to help retailers become customer-centric and data-driven, capture digital and omni-channel revenue growth, create the modern store and drive operational improvement.

Let’s dig into each of these strategic pillars in a bit more detail.
Become customer centric and data driven
Customers today expect experiences that are timely, targeted, and tailored for them and their needs, and reject experiences that can’t deliver these features. Data modeling, legacy technology, and siloed systems often prevent retailers from providing that level of personalized experience.
At Google Cloud, we work with global retailers and our ecosystem partners to activate and bring value from first-party data, particularly in the field of customer data platforms (CDPs). This includes integrations from Google Cloud, such as our business intelligence platform Looker and other popular platforms to power one source of customer data through the organization. We also help retailers modernize their data warehouse with Looker for gathering business intelligence across their organization. This is important not just for consumer data, but inventory, supply chain, and store operations as well.
Capture Digital and Omnichannel Growth
We power some of the largest e-commerce sites in the world, helping them scale for Black Friday, Cyber Monday, and other holiday events. While scale is critically important, it’s also important to consider the quality of the online experience. How do your customers find products? How can you help deliver seamless online and omnichannel experiences?
To help, we’re building product discovery solutions that bring together the best of our technologies that help retailers drive engagement with their consumers. Retail Search, for example, gives retailers the ability to provide Google-quality search on their own digital properties – search that is customizable for their unique business needs and built upon Google’s advanced understanding of user intent & context.
The imperative is clear. Recent research found that retailers lose more than $300 billion to search abandonment — when purchase intent is not converted into a sale due to bad search results — every year in the US alone.

Create the modern store
With the rise of buying trends like curbside pickup and proximity-based search, our Google Maps Platform team is working on new products and features to help raise inventory awareness for your shoppers. We want to help you make it easier for them to understand what’s available to purchase in their channel of choice.
With Product Locator, each product page connects customers with information they need for local pickup and delivery options. This ensures customers are aware of pickup and delivery options throughout the buying journey—not just checkout.
Awareness of local inventory can boost a wide range of key metrics for your business. Shopify recently shared that shoppers who opt for local pickup over delivery had a +13% higher conversion rate and that 45% of local pickup customers make an additional purchase upon arrival.
This is just one quick example of how our Google Maps Platform team can improve experiences for your shoppers.
Operational improvement
It can be challenging to operate in a world and at a time when consumer behavior and supply chains are so disrupted and volatile, and where entire retail teams had to go remote during the pandemic and beyond.
We’re working with retailers to leverage artificial intelligence (AI) to improve consumer experience through chat bots or conversational commerce that solves problems for customers from anywhere. How Eventrac and Workflows Integration Helps Implement Hybrid Architecture in Google Cloud

I previously talked about Eventarc for choreographed (event-driven) Cloud Run services and introduced Workflows for orchestrated services.
Eventarc and Workflows are very useful in strictly choreographed or orchestrated architectures. However, you sometimes need a hybrid architecture that combines choreography and orchestration.
For example, imagine a use case where a message to a Pub/Sub topic triggers an automated infrastructure workflow or where a file upload to a Cloud Storage bucket triggers an image processing workflow. In these use cases, the trigger is an event but the actual work is done as an orchestrated workflow.
How do you implement these hybrid architectures in Google Cloud? The answer lies in Eventarc and Workflows integration.
Eventarc triggers
To recap, an Eventarc trigger enables you to read events from Google Cloud sources via Audit Logs and custom sources via Pub/Sub and direct them to Cloud Run services:

One limitation of Eventarc is that it currently only supports Cloud Run as targets. This will change in the future with more supported event targets. It’d be nice to have a future Eventarc trigger to route events from different sources to Workflows directly.
In absence of such a Workflows enabled trigger today, you need to do a little bit of work to connect Eventarc to Workflows. Specifically, you need to use a Cloud Run service as a proxy in the middle to execute the workflow.
Let’s take a look at a couple of concrete examples.
Eventarc Pub/Sub + Workflows integration
In the first example, imagine you want a Pub/Sub message to trigger a workflow.
Define and deploy a workflow
First, define a workflow that you want to execute. Here’s a sample workflows.yaml that simply decodes and logs the Pub/Sub message body:

Deploy a Cloud Run service to execute the workflow
Next, you need a Cloud Run service to execute this workflow. Workflows has an execution API and client libraries that you can use for your favorite language. Here’s an example of the execution code from a Node app.js file. It simply passes the received HTTP request headers and body to the workflow and executes it:

Connect a Pub/Sub topic to the Cloud Run service
With Cloud Run and Workflows connected, the next step is to connect a Pub/Sub topic to the Cloud Run service by creating an Eventarc Pub/Sub trigger:

This creates a Pub/Sub topic under the covers that you can access with:

Trigger the workflow
Now that all the wiring is done, you can trigger the workflow by simply sending a Pub/Sub message to the topic created by Eventarc:

In a few seconds, you should see the message in Workflows logs, confirming that the Pub/Sub message triggered the execution of the workflow:

Eventarc Audit Log-Storage + Workflows integration
In the second example, imagine you want a file creation event in a Cloud Storage bucket to trigger a workflow. The steps are similar to the Pub/Sub example with a few differences.
Define and deploy a workflow
As an example, you can use this workflow.yaml that logs the bucket and file names:

Deploy a Cloud Run service to execute the workflow
In the Cloud Run service, you read the CloudEvent from Eventarc and extract the bucket and file name in app.js using the CloudEvent SDK and the Google Event library:

Executing the workflow is similar to the Pub/Sub example, except you don’t pass in the whole HTTP request but rather just the bucket and file name to the workflow:

To connect Cloud Storage events to the Cloud Run service, create an Eventarc Audit Logs trigger with the service and method names for Cloud Storage:

Finally, you can trigger the workflow by creating and uploading a file to the bucket:

In a few seconds, you should see the workflow log the bucket and object name.
Conclusion
In this blog post, I showed you how to trigger a workflow with two different event types from Eventarc. It’s certainly possible to do the opposite, namely, trigger a Cloud Run service via Eventarc with a Pub/Sub message (see connector_publish_pubsub.workflows.yaml) from Workflows or a file upload to a bucket from Workflows.
